There were attempts at a national ID card before REAL ID (most recently, AAMVA's DLA), and there will be attempts after PASS ID. There has been a slow but steady march in that regard for a long time, and whenever they over-reach, they just slow down and wait a little before preceding.We actually have a parallel effort to create international drivers licenses through WHTI and EDLs as well.
