‘(IV) was, on May 8, 2008, an immediate relative, as that term is defined in section 4303 of Title 3 of the Northern Mariana Islands Commonwealth Code in effect on May 8, 2008, of a United States citizen, not withstanding the age of the United States citizen, and continues to be such an immediate relative on the date of the application described under subparagraph (A).

This refers to parents of U.S. citizen children born on or before May 08, 2008 regardless of period of stay in the CNMI and regardless of nationality. They will benefit from this Bill but not those legal non-resident workers who resided and worked in the CNMI for a period of 5, 10, 15, 20 years or more who do not have children on or before the above-mentioned date or got children from May 9, 2008 and on. Those non-resident workers who got married long before the signing of the federalization bill but were not blessed with children will also be discriminated.

This bill needs amendment and rigid public hearings!
