Applications by Indian tribes seeking formal federal recognition belong in front of the U.S. Bureau of Indian Affairs not Congress, where a fair,consistent'logical and impartial review can be easily derailed by politics and money from wealthy backers looking to invest in Indian Casinos. Allowing tribes to appeal directly to Congress also reinforces a troublesome precedent, one likely to encourage other tribes to try to avoid the more exhaustive work required as part of the BIA approval process,Lumbees will have to pull out some tangable proof to fool the modern BIA and the Taxpayers these days,most Lumbee ancestors have been trace to black/white mulattto unions from Virginia area which migrated to robeson county with euro settlers not native americans in genealogy at all and Lumbees have failed Indian Dna test for Indian genotypes so with no Indian language ,no reservation,nothing but self claims.
