Federal law trumps agency policy. It is confirmed by many State Attorney Generals and by decision of the Supreme Court. Read the minutes from Congress of the original LEOSA law. They cannot deny you a right afforded to you by Federal law/Congressional action. Contact the FOP if you have problems
