I've instructed and conducted aircraft checkouts with plenty of people who had more than ATP mins, and they had terrible decision making and stick n' rudder skills. Accrued flight time doesn't have everything to do with safety. A lot more of this focus needs to be put on QUALITY of training and flight time over quantity of flight time. Interviews, simulator evals, and training/employment background checks need to be stepped up.
