“Baseline budgeting” can obscure the fiscal effects of bills in Congress. But this week we’ve gotten pretty good information about spending in the farm bill, which will be debated in the Senate this week.

That’s because the Congressional Budget Office was “Forthcoming About Farm Bill Spending.”
