Congress continues its summer break. Before leaving town, it passed H.R. 1911, the Smarter Solutions for Students Act.

On July 1st, student loan rates doubled from 3.4% to 6.8%. The bill retroactively sets rates on loans taken out after July 1 at 3.86%. Tied to rates on Treasury notes, it will increase next year.

A cost estimate for an earlier version of the bill found that it saves about $23 per U.S. family. An updated cost estimate is not yet available.
