Executing on Planned Failure
A “continuing resolution” has been introduced to fund the government beyond the October 1 start of the new fiscal year, even though Congress hasn’t passed the annual spending bills that are supposed to direct government spending. The bill is H.J. Res. 79. It’s a beacon to Congress’ incompetence to manage its responsibilities.
