We turn from honoring fallen veterans to the fact that the U.S. military has been involved in Libya without congressional approval for longer than the amount of time allowed by the War Powers Act. Will Congress challenge the president’s authority?

This week the House is scheduled to debate H. Con. Res. 51, which would direct the president to remove U.S. armed forces from Libya.

The War Powers Act requires the president to report any introduction of U.S. forces into hostilities to Congress. Use of military force must be terminated within 60 to 90 days, unless Congress authorizes the use of the military or extends the time period.

No cost estimate for H.C. Res. 51 is available.

Also up for debate: H.R. 2017, the Department of Homeland Security Appropriations Act, 2012.

The bill would fund the operations of the Department of Homeland Security during the 2012 fiscal year, which begins October 1, 2011.

Passage of H.R. 2017 would cost the average U.S. family about $300.
