There’s also S. 3088, a bill recently introduced to reduce the number of executive branch political appointments.

How many new agencies like OIG, Smithsonian, etc. are there and is Congress trying to limit the perception they’ve created too many?
What does non competitive mean? Some agents get non competitive status at other federal jobs, but it’s not allll executive.
