This bill contains about a billion dollars under the pretext of “highway safety” to bribe states to pass primary seatbelt laws and pay the police to harass motorists. This money, for 23 USC 402, 405 and 406 has not even been authorized. The authorization bill, S.1496, has not even been considered. The government’s clueless interference in highway safety has resulted in the death of thousands of motorists and made us less safe. They are arrogant, stupid, greedy and irresponsible. Stop this bill.
