It's a proposal for the stimulus plan based upon the highly-successful cap-and-trade emissions policy. We have to get money circulating in the economy again to spur consumer spending. Like it or not, that is the engine of our economy. The proposed plan I've outlined at http://writertotheworld.com/consumer-cap-and-trade-stimulus/ will ensure that cash flows instead of sitting in bank accounts and minimizes waste. Please read the idea, comment about it, come up with a better one if you can. Then let's take our ideas to Washington instead of having them forced upon us.
