With all of the serious economic problems in the country the fact that we are spending massive amounts of money to incarcerate people at the Federal level for extremely long sentences makes no sense. I personally know someone who made a mistake, non violent, first time offense and was sentenced to an extreme 6.5 years. So, for 6.5 years the taxpayers will pay to "correct" this persons behavior. I realize that people need to be punished for their crimes but there are so many men/women who are spending years and years and years of their lives for one mistake. Give them and their loved ones a second chance and give the taxpayers a break!!

I agree that this is a GREAT bill that should be put back in place. I don't know the different sentencing guidelines between state and federal but federal in my eyes are way too harsh especially for non violent offenders. I believe this bill will help us financially as a whole in the United States. Not to mention we are the land of the free and agreeing with some of the comments here people do deserve a second chance

I agree with everyone here, that many of these inmates need this good time bill to come into effect. The harsh sentences these inmates receives for one time non-violent offenses is insane really. And with our economy the way it is it would be in the governments best interest to approve this bill. There are currently over 200 thousand inmates in federal prisons. At $40 grand a year to house just ONE inmate, lets do the math.

I agree with all the posts above. These prisoners have been making so many efforts to change for the better and prepare themselves for re-entry into society...to contribute to it. They've proven they deserve a second chance and they should be granted it!!

I agree with everyone here. I think these men/women have been given in some cases harsh sentences. These inmates deserve a second chance, my son for instance was sentenced 17 years, he is a 1st offender and these years have been a lifetime for his dad and me. Yes he did wrong, but he has been working and doing all he can to stay out of trouble. I support this bill 110%.

Please pass this bill. Warehousing people in prison for extended periods just contributes to more antisocial perosnality disorders and limits an inmates ability to reintegrate into society to demonstrate change.

I have seen this system myself and know that it is unfair and injust, I made one mistake and I'm still paying for it even out of prison. When will my debt to society be repaid and my allowance back into society be fufullied? There are generally good people within those walls who really want to show they are changed but their 110 year sentence prevents it. Pass this bill so that these men and women can come home.

It is pure stupidity to warehouse the men and women who are non-violent first-time offenders for many, many years. Many of these people are convicted on Conspiracy to Manufacture Methamphetamine, which carries at TEN YEAR TO LIFE SENTENCE! I have a friend who is serving 12.5 years for this charge and was never caught with a speck of the drug, he was convicted because "people said" he "conspired" to make the drug. He is living the best years of his life sitting in a prison - not working at taking care of his family as he is perfectly capable of doing. I have another friend who served the same sentence for the same charge. His wife did not divorce him, but she and his children suffered terribly while he just sat in a prison. Had either of these men been convicted at a state level for possession of methamphetamine, they may not have served a year. It is insane and we need a REAL CHANGE here!

Please support this bill. Many first time offenders were given extreme sentences. Many are unjustly charged, convicted and sentenced. Many families are suffering. Offenders are wasting away while taxpayers are supporting their families. Please send these people back home so that can start providing for their families. Take it from a wife of a current prisoner, he needs to be at home with his family. He just wants to be home with his baby. He committed a non violent crime and will probably pay for it for the rest of his life by people on the outside. Please pass this bill! This is a first time offense and my husband tried to make retribution before he left and got his life in order and found out the reason why he did. All he wants to do is support his family and watch his family grow. Now I sit here with barely anything because we have young children barely making it. So, not only is federal government having to support him, they also have to support us. That is ridiculous. A Waste. They should let out the non violent offenders, watch them closely, make them participate in many programs(aa, community svc, counseling etc)Make them better citizens than the ones that are free. Listen to our prayer!

Take it from a former prisoner, everyone deserves a second chance, I now have a brother in prison as a non-violent offender who also has medical needs and not getting the care he needs (liver transplant). Please listen to the prayers and give these non-violent offenders a second chance. They have a R-DAP drug program in many federal prisons put that same program to use on the outside. You'll find that program to work for those offenders before they have to go to prison. Save the taxpayers money, and help put offenders back on track and with thier families.

Alls i have to say is if the goverment really wanted to stop the madness on the streets, they would start now by releasing some of these men and woman who are serving severe sentances for non violent offences and meanwhile..the children of these men and woman are at the beginning stages of being your future prisoners because the people who can actually teach and redirect theses children because of their actual experiences..are locked up!! In my opinion..its all a conspriacy in itself providing the government and the polititions job security by keeping the "real" teachers" who are the one that can make a differance..locked up. I believe it is of great importance to allow these people a second chance at being decent,productive human beings.I believe a few years in prison for any offense except murder is enough to make a person change their lives around if they are going to. too bad prison isn't about reform anymore. it is all about punishment. the unfortunate truth is that too often prisons are a place to learn how to be a better criminal, or learn new crimes. the sooner a prisoner gets out of prison, after they proved they can be good, the better for us all. then spend part of the money it would take to keep them incarcerated and spend on retraining them for good jobs. that is why most of them are there, no way for them to make enough honest money.

This bill needs to pass,for drugs and non-violent crimes. Understand people are being convicted with no evidence. If a person in the system gets a home newspaper they just call the prosecutor and if they were out at the time they testify that they bought drugs. This gets them a reduction in their own time. This is just one example of our unjust system.

I agree with everyones comments. The federal penal system is unfair and unjust. It imposes harsh and unreasonable sentences to first time non-violent offenders. I have seen state sentencing giving probation to people that are guilty of murder-a violent crime. The federal system needs to be reformed. These non-violent offenders deserve a second chance. Most of these offenders have already paid enough by loosing their careers and at times their families. The families are also doing the time. My grandaughter is serving an 18 month sentence. Her husband got her in trouble with drugs, yet he has not seen a day in Prison. Since then, she has had a baby by her fiance and needs to be home with her child. She was and is a good person who married a louse that got her on drugs, so she could provide the drugs for him.
She deserves a second chance. She has been off of drugs for over 2 years and she will never go back to living that kind of life.

My brother, after working at one job for over 30 years, raising 3 children by himself, owning a house and paying taxes for almost 40 years, serving in Viet Nam and leaving the Army with an honorable discharge, the purple heart and other medals, makes one terrible error in judgement, which he needed to be punished for but.... 10 years due to mandatory sentencing? A woman in Montgomery County, Md., same county that he lived in, did the same thing in the 90's and got 18months... but she had a lot of money and was also in politics. How is that fair? If nothing else.... listen to all that happened in these cases. Then make decisions. Think of all that they have contributed and their ages and then make a decision. It could save us all a lot of money and at least save some of the suffering it causes the families and making some good people bad due to the environment and craziness of the BOP system. I know they try to do the best that they can with the limited money and lack of help.

Good time gives inmates an incentive to be on their best behaviour, that's why it needs to pass, parole would give further incentive. Together they not only save taxpayers dollar but also provide safer environment for inmates and prison guards alike. Most inmates are imprisoned for non-violent crimes but prison can make them violent if they don't see the light at the end of the tunnel. Pass H.R.7089, introduce parole... These are only the first steps towards a just justice system. Federal conspiracy laws are a travesty of a joke of justice; no profession has such high percentage of success as the feds have with their convictions. Why? Many are truly working to change and it is very discerning that we are wasting so many tax dollars keeping people in that do not deserve to have to serve 85% of their time. We need second chances and we are in such financial trouble in this country that keeping federal offenders in for so much longer than state offenders for lesser crimes sometimes is a unnecessary financial burden to our country and the inamates. Being away from family and friends and being so far from them that they can rarely visit is not helping to reform. They need to be able to come back home and start life again after they have made mistakes. This would increase the tax dollars and bring home sons, daughters, mothers, fathers, and friends sooner and the idea of incarcerating someone is with the hope of reform. Reform is great but is less likely to occur if there is so little to work towards or worse no where to return to. Let he who is without sin cast the first stone.

I work for the BOP as a detail supervisor and I think this bill would be great for all involved. Staff, taxpayers and inmates. It's hard enough getting inmates to work for 12 cents an hour, this would give staff and effective tool in getting inmates to work with cost savings for the taxpayer, a more motivated inmate work force and safer prisons.

The system, even though best in the world, has so many flaws and when a murderer can get less time than much less offensive crimes, it needs fixing. This incentive gives the inmates reason to work hard and turn it around earning an incarceration reduction. Less money for tax payers to put out, more tax money coming in once released. Less hardship on the families trying to make it on less income. The sentencing has become outragously long,,,something is needed to offset some of this insanity that occured when they changed things back in 84.

My understanding is the change of 85% to 65% of their sentence. Would this be applied to all offenders or just first timers?

This law needs to be passed, but it seems like the people we voted into office have their own minds and oppinions. It is not fair for non-violent people to be incarcerated in federal prisons as long as they are, and if they are willing to work their way out that is a added bonus.

I would like to see this bill go thru, the only hold up that we may all find is that the system which was set up for rehabilitation has lost site of that word years ago. The men and women who are in the walls and forgotten by most in society spend time learning things, helping others, and finding a way of survival that most of us couldn't and for those who are taking the initiative to better themselves I think we should commend them and give them a chance. If you keep people out of society for 5 or more years even how do you think they will act coming out? These people deserve to prove they have bettered themselves. I hope everyone who gets the chance does well with it so the govt can see the mistakes they have made by ridding this before. We gave Bush another chance*wink*. Unless you are willing to keep these people in prison for life,there needs to be a plan to rehabilate. Most people in prison are not harden crimenals. If can release them after 30 tears in prison and expect them to be functional in society. But there are always exceptions

I am asking please look at this bill very serious. We have to restore families. Until you walk in our shoes, you can't begin to comphrend the difficulty and burdens this puts of families and children. It is like a serious illness. You can't get well and you can't die. I truly believe this bill would be a good idea for inmates who are given such a harsh sentence. If this bill is passed and federal inmates only have to served 65% instead of 85%, what rehab will be availabe for them when they get out. Look at recidivism - 4 out of 5 federal inmates return to prison within one year of release. They are criminals, they should serve their terms. Most of these posts are by women, probably spouses of inmates. Yes! This bill should pass. I have a nephew that has been locked up for a number of years now. I believe that everyone deserves a second chance at life. Please allow this bill to pass so that he can be with his children and family. I do believe with all my heart that with the love and support that he has of family since being locked up has made a major impact on his life. He has had enough time served for his actions and deserves to be released back into society as a good productive citizen. This would also taks such a burden mentally and financially off of the family and tax payers.

Taxpayer money could be saved by seizing more of their assets, and holding the criminals more accountable. The only people in support of this bill are criminals and their families who benefited from the criminal behavior. Society is far better off with these people exactly where they are, incarcerated. The time to feel sad about the family being torn apart and daddy not being home for the kids was before he decided to live a criminal lifestyle. Not everyone in prison is a bad person. Some made one mistake. Their prior record should be reviewed and maybe there is another less costly way of punishing them. Their families are really punished also. The BOP system, I'm sure does the best that they can do but it is not good enough. I think it makes young inmates worse not better.

Its could benefit so many, and not only the families of the incarerated. 1 out of 100 people are in prison, think of how many families that effects though. Remember this bill was introduced for nonviolent offenders, this is not for murderers. The crimes that prompted these long over drawn sentences are nonviolent crimes, these men/women DO deserve a second chance just like any one else that makes a mistake. Our tax money could really be put to better use. After these inmates have proven to deserve a second chance, why not closely monitor them on the outside with tax money? As they sit in prison, many sons and daughters are not being raised by their mothers/fathers and will most likely find themselves following in their footsteps. This Bill is great, there are so many alternatives to incarceration. The entire system needs to change especially in areas where there is low classification like a Federal Prison Camp or Federal Correction Institution. The FPC or FCI housing for them alone suggest that there should be another alternative in place. Perhaps home confinement, community service, ankle bracelet or an early release; so many other alternatives. I have a very dear friend in federal prison. She did something stupid but she is not a threat to anyone. So many lives are being ruined by overly harsh sentences. First time offenders should get enough prison time to scare them, then put them on supervised release. If they conduct themselves well, leave them alone. If they break the law again, THEN send them to prison for a long time. Please pass this bill and stop destroying the lives of the inmates and the lives of their families. They are basically not giving them a chance to do right. I am sure that if the shoe was on the other foot and it was one of your family members locked up you would want them home too. Many non violent sentences are to harsh in the federal system. If the person had no prior criminal history they should be given a second chance at life. Many people get longer sentences than people who actually commit murder. I am definitely in favor of bill 7089.

My son is in a Federal Prison where some of the employees and guards feel it is "Their" duty to punish the prisoner. Saying no to little things they need. Putting them through alot of red tape for something that should be a given. Making life harder for them than they already have it. Many of the personnel who work in these prisons are people who wanted to be police officers but didn't make it or couldn't. It is NOT their job to punish anyone just because they CAN. This is something that needs to be looked at very closely.

Today in our ecnomic times, it seems ludicris to have a prison for the non-violent prisioners. It is my understanding that it cost $45,000 per year per prisioner to keep them in Prison. He could be better serving society by working and paying back 50 or even 75% of his income to restitution, and be home with his kids and myself. Good time should also be given for those who teach and those who take classes. Some of the prisons are so crowded there aren't enough jobs to go around. But a prisoner can make his life better by improving his mind with education also. And if he has already been to college he can share what he knows with others. There are so many men and women just sitting and waiting to get the opportunity to be fathers, mothers, sisters, brother, son and daughters to their family members. Majority of the prisoners made an inmature mistake from the time they were teenagers or young adults and not realize the responsibility they have left behind or the consequences of their choices they have made. At this moment a sixty-one year old PHD, first offense, non violent offender. Dr. Jess LaMonda, serving 13 years for 13 counts of mail fraud, associated with his brothers investment company. This Doctorate level offender sits, and I mean sits, in an Arkansas Federal Prison, while his wife, now drawing (prematurely) Social Security, struggles to survive.I am lucky, many inmates have famillies living on Welfare, add that to the $30,000 to house the inmate, and the societal drain climbs higher. Get them out of prison, and put those minds and bodies to work. Many of these incarerated executives were educated with government grants, put them to work for society, make tax dollars work for us.

This bill needs to be passed and federal law really needs to be evaluated and changed. A person convicted of a non violent crime can and has done more time than a person convicted of murder in a state case. The federal law when speaking of "good time" should be the same or comparable to state laws. The time is substaintially higher because of what political power Federal district courts gain with every conviction. The time is so lop-sided with crimes to begin with and with no hope of credited good time, gives little hope and confidence in the system. With all the time that is given with Federal convictions there are very few reform and/or educational programs. If the time is for reform and for citizens, I think it will do everyone justice to give convicts a real chance at degrees and higher education to enter society in a respectable way. A prisoner being let out of jail after 20 years with basic training and no higher education is unfair and a set up to fail. Increase "good time."

This legislation is paramount to those who, especially, are 1st time offenders, have shown great remorse,demonstrated cooperation with the BOP, have supportive families, have the willingness and will have the opportunity to work and pay restitution. Looking at things at an economical perspective, this could lower taxes and we have a lot more serious issues that needs immediate financial attention. The state can parole afte 1/2 time, but the Fed requires 85% of the time to be served. My son sis a very stupid non violent thing at 19 and is now serving 20 years. I will be dead by the time he gets out. Not fair to lose someone like this.
