S. 3215, The SMART Act of 2008 (1 comment ↓)
S. 3215 would require the Secretary of Energy to enter into cooperative agreements with private entities to share the cost of obtaining construction and operating licenses for certain types of recycling facilities.

The congressional budget office did a cost analysis on recycling. I urge anyone interested to get a copy. Recycling is not cost effective, not even close. If you email me at pharb2@msn.com, ill be glad to send you a copy.
