This is the real problem for H-1B worker. There is only 140,000 EB-Base visa/year but it has a lot of unused number left every year. On another hand, EB-base visa is backlog to 3,5,7 years.
Even the H-1B CAP increase to 195,000/year, the EB-base Visa number is 140,000/year or less, What will be the final solution for those H-1B works? And how about 29-month OPT students?
This bill make sure 140,000 visa number will be all used for the right workers. So it is great!

Yes I agree that wasted Immigrant visa numbers is a real Issue for H1B workers. The USCIS, which is the gov agency responsible for issuing these Visa numbers (a.k.a Green Cards) to EB (Employment Based) applicants, wastes about 20-30K immigrant visas due to their low productivity. Hence even though 140,000 Immigrant visas are mandated by the Congress to be used up every year, not all these visas get used up. This results in a large backlog of applications from people (H1B applicants), who have wait for undetermined periods of time, for the agency to issue them a visa number. The lives of these people have been kept in limbo as there is no accountability. This bill will bring some hope to those folks, who have been waiting and have been paying taxes on their income.
Keep the skills here so that outsourcing is minimized.

Yes, this is definitely great news. I am a registered nurse and have worked really hard to pass all the needed exams to become a registered nurse and to pass the English test, and now me and my family is in uncertain situation because of all these delays, in fact all our life suspended and depends on the outcome of the debates. Besides, I am affraid that my test results may become out-of date due to the delay of my immigration to the USA. So, I will be praying for the success of this bill!!!

I have a big doubt.Even if this bill will pass [ lets hope..] USCIS will not able to work to use all of these visa numbers in 1 year..They work very slow and their productivity is very less...so no point of increasing visa numbers only also increase the productivity of USCIS.

to h1b worker, let us be optomistic about this, let's look forward for the passing of this bill and support the uscis who are doing all the best they can to meet the needs of the US citizen. they increased the number of their employees for the past few months just to deal with it and let's hope they will work faster now so that visas will not be wasted. let us pray and support this bill!!!

I came to USA in 2000. I still do not have green card. Any job loss will mean immediate going back to my country. My spouse could not work for 2 years risking her career. So much for the american dream. I am wondering if it will ever happen

indentured, you make a very good point. In a sense you've been had like the rest of us by these corporations. They have no intention of turning your H-1B into a green card, then you could compete and negotiate. When your visa expires, they can simply replace you with a new H-1B if the caps are expanded as they've requested.

This is the worst immigration system in the world!!!..May be some African Countries might run better immigration compare to United States..I am wondering why they are telling this "Advance Country"? USCIS hardly able to use computers to make process fast ..!!Advan Country..they need to think 2 times before they will claim that this is advance county..!!!

This is one of the best solutions that the house and the congress can do immediately for the broken immigration system of the US. Best wish the bill can pass ASAP!!!
