The quota is not a solution. I suggest strictly checking on temporary worker and avoid those who use desi company to get a working permit here.

It's crucial for America's own properity to give the chances to those intelligent foreign engineers. Let them work for US's interest. As a people in the indutry for more than 20 years, I wholeheartedly support this. It's the time for the congressmen to take care their business.

We need to separate the "U.S. Producers of Finished Goods" from the business that specialize in "Business Process Outsourcing."
Most of these BPO's are not American Corporate Citizens and there is no reason to offer these corps. enhanced work-permits (L-1 and H-1B) meant for American companies.
BPO's should be required to use the B-1 visa for short-term product installation and training only.
The H-1B system is broken on the enrollment side.

Does anyone truly believe there is a labor shortage and US companies have no choice but to recruit and hire H-1Bs or L1s? Consider the many articles, testimonies, comments, and videos which say H-1B is all about cheap indentured labor from low wage countries. Go see the Cohen and Grigsby video where immigration lawyers advise how to AVOID hiring qualified Americans. Consider the very high percentage of H-1B and L1 candidates which coincidentally happen to come from the poorest low wage countries on earth. Even if H-1B proponents win a few more battles I think they're destined to lose the immigration war. The American public is becoming more and more upset at being undercut by low wage foreign labor in their own country. We're risking a major backlash by continuing on this course.

There are plenty of unemployed us citizens, why is our government throwing us jobs away and preventing us citizens from even applying for these jobs. Obviously, the govt is not interested in helping us citizens. H-1B is all about cheap labor and nothing else. There has never been a shortage, it was all a lie so they can have cheap workers.

And the number one reason why business likes the guest worker program: Business gets to pay the guest worker half of what they are really worth. Of course business likes this. I know in the programming world there is NO shortage of qualified American workers. Yet the company I work for continues to hire guest workers or outsource outside the US. AND most of our business is in government contracts. Think our economy will be better due to the guest worker? No.

Importing is NOT innovation, it is the lazy way out, we can no longer afford such luxury. I believe this would damage not only the economy but those Americans thinking of entering or continuing their education in technology.

with regards to graduates of US universities, why are we sending them back to their home countries to compete against the US, rather than allowing them to stay here?

Now Canada, UK and Australia have programs to attract highly skilled immigrants. In the U.S. you hear empty arguments like: "Do you think there is a shortage of US citizens to do the work?".
Well, question should be:"Would a company hire a foreign national if there was a US citizen who was better qualified for the same job?"
Employers should be able to employ students who are the best for the job irrespective of nationality if the US wants to remain the leader in Technology and other fields.
