I am against this bill. Volunteerism is a strong suit in this country. If the "leaders" would "lead" and explain to the American Public the need for volunteers I'm sure they would get them. This is, in my opinion, another example of trying to throw money at a problem to compensate for poor management and lack of leadership.

This isn't a case of leaders leading but a case of not having the resources to recruit volunteers because many are having to work two and in some cases three, jobs just to make ends meet.
