H.R. 1859 would reinstate the prohibition on the possession or transfer of large capacity ammunition feeding devices, and it would strengthen that prohibition.

Sigh...Carolyn has too much time on her hands.
The Department of Justice found that the 1994 ban failed to reduce the average number of victims per
gun murder incident or multiple
gunshot wound victims.
How can reinstating a failed ban be expected to work "this time?"
Bill
I agree 110% Gun control won't work we need criminal control, Stop plea bargaining crimes !!! Carolyn needs to find some real work to do!!!!Armed citizens are your best protection. The government has no duty to protect individual citizens. Hey, Carolyn, if you want to stop criminals how about stopping the U.S. government from collecting income tax, which is unconstitutional, and illegal!!!!
Jim
She is pretending that this is a reaction to Virginia Tech. But there still hasn't been a report on the type of magazines used there. Probably multiple 10 round magazines rather than the large capacity mags this bill would prohibit. This is just an excuse for her to push legislation she had already prepared.
Sean
Carolyn.. Don't let the facts trip you up on your path to a simple minded solution.
The 1994 AWB had no effect on the crime rate and people legally use large capacity magazines every day.
You are a waste of tax payer money.
Jimbob
What we need is to stop sacrificing innocents upon the alter of obedience to the state. That 2,600 acre 25,000 student campus is a large as a town and the students were not allowed to have firearms. The perpetrator knew this,he knew that the campus was a huge designated victim zone. One honest citizen with a concealed handgun could have put an end to the slaughter. Just the knowledge that some of the students might be armed could have prevented the bloodshed. The state cannot guaruntee anyone's safety, and they should get out of the way to permit people to safeguard their own lives.
SFC Williams
The bills she wants to pass will not stop this from happening again.
One selfish mean spirited killer a year will not be stopped by new laws.
Allan
A magazine ban is destined for failure from square one. If the politicians are truly serious about saving lives, they will do the one thing that will save lives: Ensure that students and professors alike may carry firearms on campus.
One armed student or professor could have stopped this killing rampage and saved dozens of lives - but none were armed, thanks to VT's arbitrary "no guns on campus" rule. Once again, the altar of political correctness is drenched in the blood of the innocent.
The facts are these: Armed citizens save lives. Gun bans kill.

Ah yes lets Ban guns and whatever because we are such caring and compassionate folks toward the children , funny where was all the care and compassion for Cho Seung-Hui when his obvious mental problems arose ? Had he gotten the help he needed there would be 33 young adults would still be alive with bright futures ahead of them .

Why don't you just Ban Steel? Ban Plastics & Wood?- That way no one will ever get hurt again. Oh, wait theres rocks,rope,gas,water,electricity-etc..-- wow! you have quite alot of work to do Caroyln.
Sounds ridiculous doesn't it? Now you know how Law Abideing Americans feel when you try to inflict these ignorant laws like HR 1022 and 1859
Roy J
Ms.McCarthy...you got into congree because your husband and son were murdered by an insane person...just as those students at Virginia Tech were.
Your husband was denied the same right to self defense those students were denied.
In the tragedy of your husband, New York State was to blame...and I am very very sorry for that loss.
In the tragedy in Virginia...YOU are to blame...yes, YOU, Mrs.McCarthy. Because of your stance against the rights of American citizens and your "feel good" but useless legislation, you are to blame!
And now...you're going to blame another inanimate object.
You should not be against guns or rights...you should be enthusiastly supporting the rights that could have saved your husband and child.
It's time for you to leave government, Mrs.McCarthy...go home!
Roy J
My apologies for the typos and misspelling!

This is beating a dead horse again. The previous ban did not reduce this type of activity.
We need to take care or the real criminals and the gangs that are really the source of the problems with violence in this country.
This was one very committed shooter. No law could have stopped him from what he did. The lack of security and very bad communications gave the shooter all the time he needed to do what he did. Let's not pick on the average gun owner, who respects the law.
Mike McC
I'm not sure why we have introduced this ban. If anything the VT shooting makes a very clear case for people having concealed weapons with large capacity magazines. If one student had a concealed handgun lisence we might have only a fraction of the dead that we have now. I can't help but think this is only a "feel good" measure with little to no real world impact. If she wants to reduce needless deaths and "gun crime" she could start with paying more attention to the warning signs of an attack like this, and perhaps introduce a govt sanctioned firearms training class on how to operate a firearm and how to clear one if you find one.
Chris

You are a waste of tax payer money.
The disarmament of those people at Vtech is what got them shot and murdered. MANY people including myself are good people who carry a firearm everyday for self defense. This will NEVER happen to me. I will not rely on the police to stand outside while I am slaughtered inside a school. I am responsible for my own safety.
DEF
Another ridiculous, "feel good" gun control law, proposed my someone without even a basic knowledge of guns. Why (for example) is a ten round magazine less deadly than on that hold more? Because the 11th shot if gonna be the lethal one. (I'm pretty sure the 1st shot could be just as lethat. And, if a gun man has 3 10 round magazines, it only means he/she has to stop and reload (as was done in the VT shooting). So which is "safer"?
Rick
The VT shooter carried multiple magazines of unknown capacity. If there was a large cap magazine ban in place at the time of the shootings he would have simply brought more magazines. This bill is useless grandstanding.

Is this the "new math" I keep hearing about?
5x10 round mags VS 3x15 round mags
5x10 (50) still trumps 3x15 (45)
Even McCarthy can figure that out with the help of a public school 5th grader with a calculator.
What exactly will this "feel good" bill do?
NOTHING, it is just McCarthy pandering for votes.
This woman has based her whole political platform on tugging on heartstrings.
It's quite possible if her dead relatives were able to properly defend themselves we wouldn't have to deal with her incessant rhetoric on gun control.
Brad
This is absolutely ridiculous. Mrs. McCarthy is simply fishing for recognition and notariety at the expense of a national tragedy to further her personal agenda.
An armed society is a polite society.

H.R. 1859 would not reduce crime, therefore there is no reason for it. The vast majority of violent crimes, including the most recent massacre at Virginia Tech, have not used assault weapons or "large capacity ammunition feeding devices." This bill is nothing more than a back-up plan for McCarthy's HR1022 (Assault Weapons Ban) which is failing as it should. Stop infringing on the Bill of Rights!

At the risk of being sarcastic:
A pistol of 10 rounds in one hand and a pistol with 10 rounds in the other would not be illegal under this new law.? So the law is basically against consolidation?

Sorry Miz McCarthy....Your bill is just a feel good, do nothing useless response. If some maniac used 10 gallons of gasoline to torch a building would you be calling for a ban on gas???

Socialism strikes again. I for one will not be disarmed. Having given my life for my nation and served under her flag, I know truly know freedom and what that entails.

This bill is a joke. It will not solve anything. More gun control is not the answer. Gun control only hurts law abiding citizens and creates an environment where criminals can run free without the free of citizens being able to protect their selves. Criminals are criminals because they do not obey the law. How is another gun control law going to protect my family and myself?
If Virginia Tech would NOT have been a “Guns Free Zone” and licensed faculty, professors, and students were allowed to carry firearms then the number of people murdered by this mentally ill person would have been dramatically reduced.
All the people in Washington need to wake up and realize gun control is NOT the answer.
Erick
She is a tool!
Watch this video of her... she doesn't even know what a barrel shroud is, yet she wants to ban them! As if they made weapons any deadlier.

I think it is time for congress to introduce moron control on themselves. I think more criminal contol is the way to go, send them to mexico for jailing, cost about $5.00 a day. help the mexican economy.
Frank
It cost the democrats alot of seats back in the clinton years for setting off stupid legislation like this one. This lady just doesnt get it, pro gun and common sense people are not going to put up with this anymore and will vote their reps out of office. Guns and accessories are tools. Why doesnt she support common sense laws and start punishing criminals and stop the plea deals and BS actions that occur. Their are not enough police officers in the country ordinary citizens have to step up to the plate and the criminals are the ones to fear the ordinary guy walking down the street.
Phil
Please STOP with your ludicris attempts to dissarm the Law abiding citizens of your state, and the rest of the country.
R.M. OK
The largest contributor to the tragedy was the failings of instituted authorities. People, do you want this kind of protection for yourselves and family? Protect yourselves, it's not anyone else's responsibility. The proposed laws will only serve to make you more vulnerable.
Slick
How many more innocent people must die to prove that "gun control" and "bans" DON'T WORK?????

Good Job !............ I just posted that video site on the H.R. 1022 board. It says it all....
It also shows the honesty involved when questioned. She didn't even do the dance right even though she was trying to lead ........... LOL

HR 1859 is a repeat of something that failed the first time around, in the apparent belief that if some was completely ineffective, more will work better. Only this time, the list is being expanded to include virtually anything with a trigger and a barrel.
Please, stop insulting our intelligence by pretending this is about crime. It has never been about crime. We all know criminals will always be able to obtain guns illegally. The only people who obey gun control laws are the ones who don't commit crimes in the first place. Why on earth do people persist in thinking that a violent criminal who thinks nothing of violating laws that prohibits him from committing mass murder, will obey a law that prohibits him from obtaining a gun to commit it with?
This is the true irony of gun control -- if it WORKED, there would be no need for it.
J. Travis
For any of those Congressional staffers who may be reviewing this to advise their bosses, please let them know that all McCarthy is doing is stirring up a hornet's nest of voters who WILL remember who votes for what next November. McCarthy, Pelosi, Schumer, and their ilk are doing more to get both houses AND the White House OUT of Democratic hands than all of George Bush's misguided war has done to help them over the past 5 years. We ARE watching very closely, and we will remember next November. So when the vote comes up on this, ask yourselves this- what part of "shall not be infringed" is unclear?
John (a Democrat in GA)
Representative McCarthy, for the sake of Democrats in the rest of the country please withdraw this bill. We need to retain both houses and earn the Presidency. Forcing Democrats to vote for this bill will only cause a horrible backlash. Please, please withdraw it.
Mike
Laws like this cause people like me to become a criminal by self defence, but allow a criminal to harm innocent people at will because it says very clear in the VT rule book "weapons are prohibited on campus" IE: "we are unarmed and ready to be (lol the site is censoring my free speech to not let me say a 3 letter word for cease to live)!"
Jay Bell
This is redickless. Mag ban didn't reduce crime for those last 10 yrs they won't now.
Learn what causes crime, before you start trying to ban out rights away
Derek
Reality check! Even with high capacity magazines, Cho Seung-Hui still had to reload at least 2 times. Whould anything have changed AT ALL is that had been 3 or 4 times instead? You're trying to fix the wrong problem here.
DEFIANCE NOT COMPLIANCE

What's the difference between two 10 rounds magazines and a 20 round magazine?
A two-second mag change.
This bill simply ignores reality.
The calm voice of reason
I have yet to see any so called gun control bill that would reduce criminal action. How dare...how DARE anyone strip the rights of law abiding citizens in order to satisfy a greedy politician's thirst to gain a glimmer of fame. I have used firearms with hi capacity magazines to defend myself and others (while protecting myself in a robbery in my store, and to stop a criminal from killing a man in a public restroom after robbing him)
The main objective of the Constituional right, is to keep us on a level playing field with a potentially tyranical government, and I refuse to budge an inch on the issue.
William Tanner
As an elected official myself, I can see through the mud on this one. This is nothing more than another politician trying to use the death of others to satisfy their own agenda.
Andy, PA
I find it ironic that yesterday April 19th in 1775 in Lexington, MA, the British Army marched into town and demanded that the citizens militia throw down their arms and leave. Somewhere during this confrontation a shot was fired and so began the revolution for independence.
Yet now 232 years later is not some foreign power demanding us to lay down our arms but the very goverment that was formed to protect this nation and our rights.
Lia, FL
Ms McCarthy: How dare you use this tragedy as a means to push your agenda! It is absolutely shameful.
Gun bans almost cost my sister her life 17 years ago because she was denied the right to protect herself. Gun bans do nothing but empower the criminals.
M. Harrington
I agree fully with several of the posters above that this is a politician using a tragedy to push a misguided agenda. If it would work, it would have worked before when it was tried. If it had merit, it would not need the emotion of the moment for it to be embraced and would be able to survive a rational, critical eye of calmer times.
B. Ward
McCarthy is like a Flat-Earther. No matter how much evidence is presented to the contrary, she continues to insist gun & magazine bans are the answer. She introduces one placeboic anti-gun bill after another in hopes that one will stick, using the the bodies of the unarmed murder victims to further her cause. She is below contempt.
CEF
Gun control is like OSHA to a criminal, it assures him of a safe workplace.
Kev
I applaud McCarthy for pushing this bill. She'll do more for our gun rights than any argument we can present by exposing the abject stupidity of the liberals.
Hey Carolyn, let's have a glass of merlot this weekend and discuss barrel shrouds.
Tim
The biggest effect this could have is to give a few gun dealers more money because the crazy shooters will have to buy more magazines. The effect on any other aspect of the world? Not even the slightest bit.
Rick
I dont get it. How would this new law have prevented the VTECH killings? From what I have seen and read after the first shot everyone was scrambling for cover. That whack job could have stood there with a single shot .22 rifle and still killed as many people! After he shot the first person I doubt anyone was ready to confront him regardless of the type of gun or how many bullets were in it. Who the heck is going to sit around and watch for him to re-load so they can attack him? Like the old west where the good guy counts off 6 shots then rushes the bad guy. RIGHT...LIKE THAT WOULD HAPPEN.
There seems to be one common denominator in all of these tragic events. Unarmed victims.
doss
gun control and bans only affect law abiding citizens
Joe
Trying to get another ban on magazines (for all the liberals and misinformed gun-grabbers they are not clips)is a another patellar reflex to a problem that doesn't exist.
When are you people giong to get it straight? If you limit the capacity to 10 rounds, there will be no difference between the guy who goes into a target rich environment (gun-free zone) with six 10 round magazines, as opposed to four 15 round magazines.
This is worthless legislation and it will do absolutely nothing to stop madmen from killing innocent people where guns are not allowed to be carried by law abiding citizens.
If anyone needs psychiatric help it is the gun grabbers and the liberals.
ken
This is NOT just a mag bill. It also provides "assault rifle" definition and a 10 year felony for transfer of an "assault rifle" with high cap mag.
I hope they pass it. Best chance for Thompson for prez 08.
Someone should do a survey on firearms, mags, and ammo dealers as to how much business has increased since her bills introduction.
Brian
I wonder how much the moonbats will increase the federal income tax to fund the unwarranted Gestapo-style door-to-door searches in order to confiscate the innumerable amount of (currently) legally owned "high capacity" mags out there? Hmmm, the mind boggles. Orwellian gun control and monumental tax increases in one shot? Surely this is any Democrats dream come true!
Brian
By the way CEF, your post was poetry man! Someone should put that on a T-shirt!
