How do you arrive at the cost? The legislation calls out spending $80 million and with 300 million people in the US the cost equates to approx $0.27 per person

The legislation would authorize appropriation of $80 million *each year.* From the Congressional Budget Office report: "CBO estimates that implementing this legislation would cost $40 million in 2008 and $345 million over the 2008-2012 period . . . ." The figure you see is the net present value of that spending.

DEBTOR NATION

What is wrong with those supposed to be representing the people of the U.S.? We are the largest debtor nation in the world. Instead of finding ways to clear out or lower our national debt they dream up schemes like this to appropriate more from the taxpayers. This is disgusting -- $80 million more from the taxpayers, job losses abounding!

There's nothing in the Constitution that says that the federal government is allowed or should be doing this.
