The bill undervalues US Citizenship. The real costs should be born by the immigrants, we don't need more poor people here.

This bill is a step in right direction. Why should the lawful alien penalized the same way illegal alien? FBI check are causing too much distress.

My FBI Name Check is pending for more then 18 month for my Naturalization. I work for the company that has about 1000 employee and among 5% of highest wages in the company. Both owners are Naturalized Citizens as well as 5 Directors out of 7. In many cases immigrants in our company have better education that US born co-workers. We own houses in best neighborhoods and searching for the ways to invest our savings. Debt is unknown experience for us; we love this country and respect the law that protects us and our wealth. I like this bill.
Another LPR
FBI and USCIS are driving my crazy. 13 months to check my name, to look at my name, to lick my name, to stamp my name, to cook my name, to hang my name, to kick my name, to love my name, to hate my name, to growl at my name, to dance with my name, to send my name to the moon, to infect my name and see if it flips to the side, to see if my name stinks like a skunk, to drive over it and see if it stinks like a skunk road kill, ...... TO KILL A DREAM AND CAUSE DEPRESSION.

Agree with above comments. The name check system is broken at best, since they have no timely way to clear cases that have encountered a "hit". This needs to be fixed soon - we are law-abiding Americans who want nothing more than to contribute to making this country better than it is now.

Only a person who has been waiting for the FBI name check to get done for 2 and half years can understand what kind of depression and utter fustration it can cause. This bill is a small light which I can only hope goes through before I have lost all hope. Please try to understand that we are educated legal immigrants who can contribute to this beautiful country and much as it can give to us.

I have been in this country for 17 years! more than the time i spent in my (home) country. I have applied for US Citizenship and was 'approved' by the Immigration office, but they could not adjudicate my case until the FBI name check clears --- well that was 3 years ago! and still waiting!

Mandamus
THIS BILL IS A DISASTER FOR THOSE STUCK IN NAME CHECK!!! DO NOT BE DECEIVED BY IT. Not only does the bill have no teeth (the AG simply has to assure Congress he is making best efforts) BUT and more importantly it would provide a big obstacle to mandamus suits since it provides strong inferrence that Congress endorses possibility of name check delays since the bill says "if such background check is not completed before the date that is 121 days after the date of such receipt, then the Attorney General shall document the reason why such background check was not completed." Since courts in approving mandamus actions currently rely on stated congressional intent or 'sense of congress' that 180 days is reasonable for LPR visas, 30 days for Non-Immigrant Visas and 120 days for naturalization in order to assess what is reasonable delay this bill will overturn that. Madamus is the best solution to expediting name check delay. Without mandamus immigrant is left in limbo.

I have been stuck in name check since Sep. 2004. I make more than 100k a year. The name check system just does not work.

For me it is mind-boggling that 29 months since my name check went to the USCIS it is still pending. But then it is not so mind-boggling upon further thought because like you we are law aiding immigrants who though reluctantly, will shell out thousands of dollars each year for new employment cards and travel documents. We are cash cows so why would there be any haste on their part? It is a big shame though and the insensitivity of some of the Immigration Officers and the alarming lack of knowledge on the part of many of the customer service representatives makes it all the more painful.
Lets hope that the DHS promise to clear the backlog in six months is not just rumor or talk. A month is already gone.
I extend condolence to all who have been waiting like myself and my family and encourage you to wait with the knowledge that though hit be long it will not be forever.

Shak, below, said it right. This bill does NOT undervalue US citizenship. This bill simply makes it more feasible for deserving immigrants to join the nation legally. People with compelling and protected reasons for immigrating to the US (family members of citizens, skilled persons recruited by companies, university students) suffer through up to a year (if not more) of paperwork, fees and overwhelming red tape. Anyone who truly values US citizenship and wants to see solutions to the illegal immigration problem should support this bill!
