I am proposing that our legislators come up with something better than H.R. 823. I prefer a form of green offsets that completely counter the CO2 and other pollution caused by each kind of fuel individually. This would be be included in the cost of the fuel to the Customer. Alternate fuels that put less CO2 to the air would have less green offset cost. Then we would be paying the real cost of the fuel including the cost of completely countering the CO2 and pollution. What could be more fair to everyone invloved?
