H.R. 5811 would implement the Protocol of 1997 to the International Convention for the Prevention of Pollution from Ships, 1973 (MARPOL). EPA and the USCG would establish regulations to implement MARPOL Annex VI, which addresses air pollution from ships. The USCG would enforce those regulations.
