November 3, 2011, 10:11am (report abuse)The intent of the EAJA was to ensure that the "Have-nots" can compete against the "Haves" in litigation. The problem is that the intent of the bill has been perverted into providing a means whereby special interest evironmental groups can bilk millions of dollars of tax payer money into their coffers. The EAJA MUST be amended to prevent this sort of abuse
