Our New York State grant was 2 years late in their payment and since they paid it in 2011, they withheld $275, with the remark that if they had any money left they would reimburse us the balance. what a laugh! It was still a 2009 debt they owed, but paid in 2011 so they said they are entitled to do this. Repeal this law we are a non-profit organization cleaning up a state lake and they do not contribute anything to help us!

This bill is correcting one of the worst unfunded mandates I can remember. Thank god it has passed. Whomever came up with the original bill had no concept of just how hard it would have been to implement for the local governments.
