Detailed Summary
National Criminal Justice Commission Act of 2009 - Establishes the National Criminal Justice Commission to undertake a comprehensive review of the criminal justice system.
Directs the Commission to: (1) review all areas of federal and state criminal justice costs, practices, and policies; (2) make specified findings relating to incarceration, prison administration, the impact of gang activity, drug policy, mental illness among prisoners and the role of the military in crime prevention; (3) make recommendations for changes in policies and laws to address findings; (4) consult with government and nongovernmental leaders, including state and local law enforcement officials; and (5) submit a final report to Congress and the President and make such report public.

April 6, 2009, 5:57pm (report abuse)I BELIEVE ALL THINGS AT SOME POINT IN TIME NEED TO BE "RE-JUVENATED" -THUS, I IMPLORE THOSE WHOSE PRIVILEGE IT IS TO PASS THIS BILL - OUR JUSTICE SYSTEMS ARE IN NEED OF AN "OVERHAUL". THE ECONOMY WILL BENEFIT - WHEN CERTAIN NON-VIOLENT OFFENDERS ARE EITHER PAROLED, COMMUTED TO A LESSER SENTENCE, GIVEN HOME CONFINEMENT FOR THE BALANCE OF THEIR SENTENCE, AND GIVEN A "SECOND CHANCE" BY THE LAW THAT IS SUPPOSED TO BE DOING THAT VERY THING. THE OVERCROWDED PRISONS WILL HAVE MORE ROOM WHEN THEY DON'T HAVE AS MANY INMATES AND THE FUNDS WILL NOT BE AS "TIGHT" SO THAT THE SYSTEM CAN PAY THEM THE FUNDS THEY ARE DUE FOR THE JOBS THEY DO IN THE FACILITY. I UNDERSTAND THAT THE AMOUNTS THEY ARE RECEIVING NOW ARE BUT A FRACTION OF WHAT THEY WERE. SOME INMATES DO NOT EVEN HAVE FUNDS AVAILABLE FROM FAMILY MEMBERS - PARTLY DUE TO THE ECONOMY AND PARTLY DUE TO THE FACT THAT THEY DO NOT HAVE THE "BREADWINNER" PRESENTLY AT HOME.
