S. 1159 would promote freedom, human rights, and the rule of law in Vietnam.
Detailed Summary
Vietnam Human Rights Act of 2009 - Prohibits the federal government from providing the government of Vietnam with nonhumanitarian development, trade, economic, and security assistance during any fiscal year that exceeds the amount of such assistance provided during FY2009, unless such increases are matched or exceeded by additional funding for programs focusing on human rights and democracy promotion.
Authorizes the President to waive such requirements if increased U.S. nonhumanitarian assistance would promote the purposes of this Act or it is otherwise in the U.S. national interest.
Prohibits the President from providing certain duty-free treatment for Vietnam until the President certifies to Congress that the government of Vietnam protects freedom of association and does not engage in violations of workers' rights.
Authorizes the President to provide U.S. assistance through appropriate nongovernmental organizations and the Human Rights Defenders Fund for the support of individuals and organizations to promote human rights in Vietnam.
Expresses the sense of Congress regarding diplomacy with the government of Vietnam.

We cannot condone it.
Pratically: we cannot trade with a regime that do not obey their own laws, do not respect any agreement they sign, because we do not have course for redress, in case of tort, which is every time we trade with them. This regime cannot be stable. The people will revolt, one day, then the people will blame us for being on the side the oppressors.

And now, the Viet Cong is in the process to handle the whole country to the Red China. Vietnam will be another Tibet in the world, if it is not right now. The Viet Cong goverment now serve the Red China, they do not care about Vietnamese people. They even created the monuments to remember the Red China soldiers who died in the attack to Vietnam in 1979, in the mean time, they forget the Vietnamese soldiers, who died in the battle to defend their country. Oh! I almost forgot how they treated the South Vietnamese soldiers, death or alive, when they took over the South. Now they treated the whole country the same way. They do not care for the country, the people. They did, do and will do anything to serve their big boss (Red China) to get the supports to maintain their power. Thanks for listening.

August 5, 2009, 8:13pm (report abuse)Please support H.R. 1969 and help my people so they do not all suffer and die in our homeland. My people are the Montagnards (Dega) who have lived in the mountains of Vietnam.
They lived there simply and peacefully for thousands of years. When Americans came to our land to fight a war, we joined them as warriors and nurses. During the war many Montagnards died.
After the war many many more died. Some died from bullets, but even more from starvation and torture. My people were killed because we made Americans our friends. Only very few Montagnards have made it to freedom and there are only a few left in Vietnam because they have been killed.
Help those that are left to live like people with life, liberty, and pursuit of happiness. Help them be able to leave Vietnam or live there are people.
Years ago we were there to help you, now people be here to help us. Please support H.R. 1969.
