H.R. 4603, The Haitian Orphan Placement Effort Act (3 comments ↓)
H.R. 4603 would require the Secretary of Homeland Security to expand the humanitarian parole policy announced on January 18, 2010, to children legally confirmed as orphans eligible for intercountry adoption by the Government of Haiti prior to the earthquake on January 12, 2010.

We are in the process of adopting our daughter from Haiti, whom we love so dearly, and this timing issue has been a nightmare. The HOPE Act will allow her to be home with her family, getting the love and attention she deserves.

There are many orphans with documents proving their orphan status and parent/guardian relinquishment who need a family. This Act also makes room in the Haitian orphanages for the new orphans due to the earthquake. The orphanages are overcrowded now with all the new orphans...let's make room and bring pre-quake orphans into families!
