Do we have to explain everything to these Multi-National corporations??? I am sure that an American SS# is alot like a check to these parasites.

I've seen the horrible quality of medical reports these offshore companies have been sending back. Trust me, you don't want to have them messing with your medical records!

Please support this bill!!! We need to stop outsourcing jobs NOW. I have heard some terrible stories about off-shore medical transcription companies and exploitation of workers. As a citizen I do not want my personal information sent overseas. Please ask your contacts in the medical field to support this bill also.

This bill is a good start; please support it. However, what we really need is a bill that PROHIBITS outsourcing-offshoring of medical records. In the US, medical transcriptionists must comply with HIPAA (Health Insurance Portability and Accountability) regulations that protect the privacy of personal information and confidentiality of medical records; foreign workers are not subject to these important rules.

This bill really needs to be amended to include the outsourcing of your private medical information. As an MT, I see it every day where social security#, name, address, phone#, etc., are transmitted to overseas companies transcribing medical records and we all know very well that the intake person, nurse, doctor, anesthetist, etc., at the hospitals do not tell the patient this will happen to their private medical information. HIPAA does not cover offshoring in any fashion, so no matter how secure the computer systems is, the offshore worker on the other end is not bound by the United States' HIPAA privacy laws and is free to do whatever he/she wishes with your information.

I fully support this bill. I refuse to outsource medical transcription work overseas, as there are no regulations enforced, and the quality of work is extremely poor. The California Privacy Activity allows patients to sue their physicians if they are aware of their personal information going overseas, but they do not inform the patients of this. Stop Amercian jobs and personal information from going overseas. Our pay is now lower than overseas pay, and our American workforce will not expand without jobs available at a decent pay rate. Who knows what they can and do with your personal information. You have no recourse if they use that information for other purposes, and your life can depend on the quality of that report.

I totally agree that a stop needs to be put to sending our medical information overseas. I know from transcribing medical reports for many years that much personal information is contained within the body of those reports, e.g., Social Security numbers, addresses, phone numbers, relative names, etc. In the wrong hands, this information can be quite harmful. I lost my job a few years ago so the work could be outsourced to India, and this was working for a tax-supported county hospital in Texas. What a shame that the citizens have no say in this matter!!

Veterans' Administration medical records and military hospital records are contracted by companies that offshore work to foreign countries. Do our military members SSNs and privacies need to be subject to this?

I was recently employed by a third party billing company that outsourced to India. I saw personal medical history and private medical records turned into a product, a mere tool for profit. I was disgusted and had to resign because I believed that my company's actions were completely unethical. I have reported this company to the Dept of Labor. I initially qualified for unemployment benefits because my employer involved me in unethical acts. The company is now appealing my basic rights to unemployment on the grounds that they have done nothing wrong. I'm so glad I have discovered sites like this that support my position. I have involved my whole community in getting HR 427 passed. I believe I will win my unemployment appeal because of the simple fact: It is absolutely unethical to send patients medical records to a part of the world where HIPAA does not exist and therefore can not be enforced.
