This bill does not address how much the high deductible is for the risky individuals. It also does not help control cost in the private sector even after the risky are eliminated from their rolls. This would affect greatly the amount the risky individuals would have to pay the State. There would also not be any sharing of the risky but would allow the private companies all the gravy. It is also not clear who will be the third party deciding on the risky uninsurable.
