Customs Business Fairness Act of 2009 - Amends bankruptcy law to establish an eleventh priority in a debtor's relief plan for the payment of unsecured claims of customs brokers and sureties for duties, taxes, or other charges paid by them to the U.S. Bureau of Customs and Border Protection on behalf of a debtor that imports merchandise entered for consumption within one year before the debtor's filing of a petition for relief.
