Those "incentives" should ONLY be available to those companies who _DO NOT PRODUCE COMPUTERS for the end user in =CHINA= or any other area outside of the 50 states within the mainland of the UNITED STATES.

We need a manufacturing base AGAIN that can "afford" to operate here!!!
