Children's Health Insurance Accessibility Act of 2009 - Amends title XXI (Children's Health Insurance Program) (CHIP, formerly known as SCHIP) to prohibit application under CHIP of coverage eligibility waiting periods to children: (1) who are under two years of age; (2) who lost group health insurance coverage; or (3) for whom private coverage is unaffordable.
