Chemical Facility Security Authorization Act of 2009 - Amends the Department of Homeland Security Appropriations Act, 2007 to extend the Secretary of Homeland Security's regulatory authority with respect to risk-based performance standards for security of chemical facilities and vulnerability assessments and the development and implementation of site security plans for such facilities until October 1, 2012.
