Detailed Summary

Strategy and Effectiveness of Foreign Policy and Assistance Act of 2009 - Directs the President to report to Congress regarding: (1) the organizational structures of the Department of State, the United States Agency for International Development (USAID), and other foreign affairs agencies; and (2) the extent to which the organizational structures of such departments and agencies and U.S. foreign assistance programs, budget plans, personnel decisions, and diplomacy are related to long-term U.S. security strategy.

Directs the President to take such actions as are necessary to integrate the following offices and bureaus into a single office in the Department of State to be known as the Office of Long-Term Planning and Resource Management: (1) the Office of Policy Planning, the Office of Resource Management, and the Office of the Director of Foreign Assistance of the Department of State; and (2) the Bureau of Budget/Performance/Accountability of USAID.<br>
