Microfinance Capacity-Building Act of 2009 - Amends the Foreign Assistance Act of 1961 to direct the United States Agency for International Development (USAID) to provide grants to eligible private non-profit microfinance institution networks that provide direct financial services (including credit, savings, insurance, remittances and cash transfers) to the poor and very poor in developing countries, particularly in sub-Saharan African countries.
