This bill is needd now to help the Disabled and Elderly.

Two recent studies/reports document the many ways Medicaid's
Community-Based Long Term Care Services are cost-effective as compared to
expensive institutional nursing facilities:

1. "Do Non-Institutional Long-Term Care Services Reduce Medicaid
Spending?" written by H.S Kaye, M. LaPlante, and C. Harrington. It is in
the journal Health Affairs, vol 28, no 1 (Jan/Feb 2009).

Kaye, H.S., LaPlante, M.P., & Harrington, C. (2009) Do Non-institutional Long-Term Care Reduce Medicaid Spending? Health Affairs 28, no. 1 (2009)

Medicaid spending on home & community-based services (HCBS) has grown dramatically in recent YR.S, but little is known about effect alternatives to institutional services have on overall long-term care costs. An analysis of state spending data from 1995-2005 shows for 2 distinct population groups long-term care services, spending growth w/ greater for states offering limited noninstitutional services than for states w/ large, well-established noninstitutional programs. Expansion of HCBS SEEMS to entail a short-term increase in spending, THEN a reduction in institutional COSTS & long-term cost savings.
