Authorizes the Secretary of Defense to establish the Visiting NIH Senior Neuroscience Fellowship Program at the Defense Advanced Research Projects Agency (DARPA) and the Defense Center of Excellence for Psychological Health and Traumatic Brain Injury (Center).
Requires the Program to provide for partnerships between the National Institutes of Health (NIH) and DARPA, and between NIH and the Center, for clinical and experimental neuroscience studies for the benefit of members of the Armed Forces.
