Everyone should write their representatives in support of this bill. My son was sentenced to 17.5 years for "conspiracy". You might not be aware but "CONSPIRACY" is a charge that you can not bet. It only takes 2 or 3 people saying you did something. No Evidence is needed. He has served only 2 years, but the system that put him there indeed failed him. This was a first time offense that was based on other people's testimony in order to get them off the hook. Where is the justice in that?! I truly believe that drug offenders do need to have a second chance, and if they can't have that, can't we at least give them the opportunity to be reviewed for parole? When the offence is non-violent, why are we giving out sentences that are so extensive? We can't support the prisoners we are housing as it is! PLEASE, PLEASE SUPPORT THIS BILL!

Everyone should write their representatives in support of this bill. My son was sentenced to 17.5 years for "conspiracy". As you might already know that is a crime that can't be defened against. It only takes 3 people to say you did something and you are quilty and a plea must be entered. With the manditory minimum you are in jail for atleast 10 years and mostly like longer. The system that put him there indeed failed him. This was a first time offense that was based on other people's testimony in order to get THEM off the hook and cut there time in jail.

Allowing inmates to work toward an earlier release promotes positive and appropriate behavior, and an incentive to work hard.
It would also save the American taxpayer at least $2 BILLION a year!

Why at this time in our country people would be against POSSIBLE parole is beyond me. We are wasting so much money keeping mostly NONVIOLENT offenders behind bars to the tune of $40,000 for a healthy inmate. That doubles as the inmate ages. There are over 200,000 Federal inmates. It is costing us a fortune when they could be out here, supporting their children and families, being watched by parole officers (which by the way Federal officers are not your average State officers) and paying taxes and restitution to those they cheated. If you read the bill instead of just saying no, you would see it is not a given and one write up can cost them the increased good time. It gives incentive to follow the rules and change. Look at the bill. It is earned and even then not guaranteed. Think about it.

I think the economy is in a bad way and we need to make drastic changes and one being to save money by letting the people that are good examples of how to change your life to be out to take care of there children instead of us paying for them to be in prison and paying for there children. It just doesnt make sense. I think each indivial should be looked at before reduction but should be givin a second chance to get it right!!!

I think that it is imperative that we citenzen offer a second chance as we our farther in heaven. The prison system is becoming to commercialized by private entities which main focus is profit and not rehabilitation, therfore building more prisons is definitely not the solution. Many young men are subjected to prison for crimes that in other countries would be a slap on the wrist. The US is already the number one country in the world in locking up people. Lets work together to get the good guys sitting in prison for mediocre crimes back home quickly and make room for real criminals such as murderers and rapists.

I will make this short and sweet. There are almost 300,000 federal inmates. It take $40,000 a year to house each one of them. If you support this bill, the inmates that have done more than half of their time and also deserve the opportunity to pay their own way will be released. At a time such as this when our country has so many financial issues, this would be a good move.

On a more personal level, I know that there are numerous of inmates that have done over half of their time and have so much more time to do. Time resulting from crimes committed as teenagers, and these people have more than rehabilited themselves and outgrown these facilities. I can also relate to the woman about CONSPIRACY, this is what my husband is in for. No physical evidence proving, just testiomony from men who were facing time for crimes they had commited. My husband was given 30 years when he was 19 and he is 36 now. I encourage everyone to support this bill. God Bless.

Please support this bill!! A crime is a crime but there are many immates considered nonviolents that already paid for their mistakes. By finally approving this bill we are giving this population a chance to make a difference in their live and this country. We need a better economy and more taxpayers - this bill will help our economy by reducing the prisons expenses and the overcapacity that the BOP is facing at this point. please support this bill (HR1475). The federal prison system is obviously ineffective. Please help to save money and bring families together. We all make mistakes. We are not perfect. Please give them a chance to redeem themselves. The murderers and child molesters are getting out on parole to strike again, while the non violent ones are sitting in federal prison not getting any kind of incentives for good conduct. They need hope. Please support this bill. God bless you all. thank you!

Many non supporters of this bill really don't understand it .This bill is not going to free violent criminals into society. It simply allows the BOP to grant parole to the federal inmates at THEIR discretion. Non violent federal inmates should have a chance at parole just as our state inmates have. Its mind truly mind boggeling that a violent state inmate can be eligible for parole but a federal first time non violent offender can't. Stop wasting our money and reinstate federal parole Its a political sham. Lets wake up AMERICA! And no I don not have a sob story of a loved one in prison Thank God.

there are way too many federal inmates that have unfairly been sentence. many people, families and children suffering and they have their hands tide. I believe that given such long sentences to a non-violent offender it doesn't rehabilitate them it just destroys many people's families and it is a unnecessary expense for the government as well.

They are locked up and the key have been thrown.(directed to D Baugher) thats why we need change. Again to all the naysayers..I hope this bill past so all the supporters can laugh in your faces...Go get the true meaning of the bill. It's killing me when I continue to read the comments about "not giving people a second chance", if they prove themselves to be deservant of it then why not. They already have good time it just needs to be increased. I think we have a chance.

I recommend that the Federal prosecutor, Judge, and probation office restructure the current methodology in which sentencing is applied via discretionary sentencing guidelines.

Furthermore, specific elements like relevant conduct (judge, probation officer) are valid, but lack any proof of reliability.

The lack of reliablity is what many people are trying to address that sometimes gets lost in their efforts to communicate with our government. Mostly all of the time a perspective is based on character only, ironically character is not relevant with this issue. THE ISSUE IS PLAIN AND SIMPLE AN ADMINISTRATIVE METHOD THAT IS VERY INNACURATE. In turn not only does it cost in financial terms, but also in terms of family structure. Outragous sentencing an affect of the snowball population accredited to our sentencing method in our federal court system. Time for a common sense ajustment.

I wonder, have crimes that fall under this heading actually decreased since the enactment of this legislation? If not, then it is not a true deterrent to these types of crimes, and alternative methods such as early prevention, job training, etc.. should be considered. These alternatives have got to cost less than the astronomical amount of money that is spent on housing prisoners. Given the economic state of the country this legislation make fiscal sense. Even if one doesn't care the people that this legislation impacts, it's hard to argue with the fact that this is wasteful spending and needs to end.

Criminal defense attorney representation ethics???????

Is it just me or is it not obvious that most criminal defense attorneys were at one time PROSECUTORS, DISTRICT ATTORNEY ETC.? or some how related to a judge in their district, etc...

Should their be a higher standard for criminal defense attorney qualifications? How many go to trial? Why do they insist on a payment in full before rendering services and then days later recommend a plea? HMMMM, sounds like a good team mate for prosecutor....

Then there is confidentiality. a whole new topic, but closely related!!

HB 1475 can be a quick remedy to counter balance the extreme sentencing in the short term. On the other hand, the root is a basic method in the federal system that produces the same results. That is where adjustments are needed and allocation of capital expeditures should be funnled into programs that can provide each individual innmate his/her own methodology that contributes to society!!

Accountability for negative behavior and positive behavior. Simply if you do bad, punishment follows. If you do good, reward follows. This could actually motivate someone!!!!

Not label and individual for eternity and punish regardless of good or bad behavior. Remember we are just human, how many AMERICANS would go to work if they never got payed? Reward positive action! another common sense change.

I think this bill could be a motivation for federal inmates to become productive citizens as they will be rewarded for good behavior. Not to mention that we have murderers in the state system who only do 7 years or so and you have federal inmates doing twelve to fifteen years for drug charges. seems a little backwards to me. My father was convicted in federal court for a methamphetamine charge and sentenced to twelve years. This was his first offense ever. I hope people will vote for this bill and get it passed to benefit people like my father.

I have a friend in Fed. prison and his sentence is more than a child molester, drug crime or armed robbery. He is a Christian and teaches bible lessons to fellow prisoners. He has never been in trouble while there and already spent 11 years in prison and has 9 more to go. The prisoners should be rewarded if they cause no trouble after that many years in there and are in low level sucurity. Please pass HR 1475 and reward the ones that behave. Thank you and God bless.

You would be mistaken if you believe long prison sentences do not hurt you. Each prisoner costs approximately $40,000 per year of taxpayer funds. Do the math.... 200,000 prisoners out of your pocket. More money than spent on education. Prison does not rehabilitate.... some make money from the system, just like the failing banks etc. think about it.

People make mistakes. Everyone should be afforded a second chance if they show that they deserve one. H.R. 1475 isn't just going to let criminals out onto the streets. It is an opportunity for those people who have made mistakes, realized they have made a mistake, and are willing to change their ways to earn the Good Time. The time off has to be earned by the inmates. It is not a freebie. The inmates have to have excellent conduct, take classes, and work while incarcerated to be eligible for the good time. If a person is willing and able to meet all the requirements, they deserve a second chance. These men and women who are locked up are fathers, mothers, sons, daughters, husbands, and wives. Please support this bill and help restore families.

as a mother is upsets me to see sex offenders get out early to make room for someone else. It also bothers me that most of these men are there based on heresay and not legitimate evidence. It is sad that those who we are suppose to protect, are becoming victims because of our negligence as a rational people. Those who have killed for dope money should be punished but even they deserve a fair trial. This includes witnesses and evidence beyond a reasonable doubt. How safe is our country if someone can just call a name and a persons life be turned upside down so they can try to get home?

Please support this bill. My cildren's father was sentenced to 30 Yrs for a conspiracy, there was no evidence against him and the prosecutor thought that he was getting out on Sentencing day, but when the verdict came back, it was guilty for everyone. I dont believe that the people that are assigned to a jury know how harsh the sentence may be for someone who is sentenced for a conspiracy. There was an informant and even the informant had nothing to say about my kids' father, but because he was tried in a group, somehow the Jury believed that he had something to do with it. 30 yrs is a life time and for something that you have no say in, is an even longer time. My children have grown without their father for 10 yrs (14yrs and 16yrs). Please help pass this bill so that people in our situation may have hope of seeing their loved ones from somewhere else that is not behind bars.

I fully support this bill. I happen to know someone in Federal custody. He's a decent man who made a huge and stupid mistake. Child porn was sent to him via email, unsolicited, but he opened it, he even trashed it, but he also made the mistake of "distributing" it when he emailed all of his files from his old PC to his new one. The state of Florida decided to arrest him, however since the pix were more than five years old and there was no proof of intent to distribute, they had no case and they knew it. So,they turned the case over to the Feds based on the 'distribution' charge.
This man has no priors, he just made a stupid mistake, but he was sentenced under federal guidelines to eleven years in the Federal Penitentiary.
Other like cases in Florida have received less than two years for this crime.
This man's only real crime is stupidity, NOT an arrestable offense. If it was, Congress and the Senate would have a lot of empty seats!

I am asking you to please cosponsor the H.R.1475 ~ Federal Prison Work Incentive Act of 2009 which would amend title 18, United States Code, to restore the former system of good time allowances toward service of Federal prison terms, and for other purposes.

The current prison system is obviously ineffective. It is also a burden to taxpayers who are footing the bill for more prisons. The "cuff em and stuff em" attitude is not working.
Increased good time will save the US taxpayers a minimum of $2 billion per year by allowing prisonsers to earn an earlier release date.

This bill is not about parole and all about going back to the old system of good time. That being said, this bill needs serious support and needs to pass. The people that this would affect are NON-VIOLENT OFFENDERS. Before all of you holier-than-thou types get your knickers in a twist, there but for the grace of God go you. The people affected by the actions of our loved ones want and need them back badly. We would all give any appendage you ask to have them home and would undoubtedly do EVERYTHING in our power to NEVER be here again. Most of these folks never got their day in court. They got brow beat into accepting pleas by the FEDS. We're talking $40,000/year to house a non-violent offender. It doesn't sound like that much until you multiply it by 200,000+ prisoners. This bill needs to pass and soon.

I support this bill and I agree that if you commit the crime you should serve time, however, serving longer sentences then murders and rapist is ridiculous. It is true that someone can commit perjury to reduce their time leading to the conviction of another-I know, I witnessed it, and I know for a fact he is not guilty of it. By the way everything that we own and have we earned by working (not welfare or drug dealing as someone stated earlier). Be careful about what you say as you may one day be in the same situation-bet you will want it passed then.

I support this bill. Non violent federal inmates need a chance to work towards parole. This bill is not going to release violent people into society! Worry about your violent state inmate that gets released into your city put your energy towards that NOT going against this bill. This bill makes sense in every way. I would think it would appeal to both sides. The BOP has full discretion to whom will receive good time first time nonviolent federal inmates have been rotting away in prison for decades, not paying taxes ,not contributing to society. Lets give the deserving ones a chance at parole. Its the right thing to do.

I am strongly in favor of this bill. I know people that are doing time (a 30 year sentence) for something that did not relate to them. But as someone said earlier there are those who are committing perjury and those are the ones that are getting the light sentences or no time at all.

My husband is in for 120 months. He was one of the first men to be charged with "sex offender" status although he never met anyone, but only "talked" on the computer to a "minor" who turned out to be a detective. No criminal record, married with a job & home. When will they look each case over and take appropriate measures? Take into consideration the man's life before you take him away from his family.

I'm aware there is not much sympathy for prisoners but with Federal Guidelines and mandatory minimums that implement lengthy sentences with no possibility of parole it has overcrowded our prisons and affects many families and children that it’s not effective.
The system is broken and out of money where food is limited to a tablespoon of meat per person, cartons of meat are marked not for human consumption, limited if any programs, not enough jobs, visitors are treated with no respect and travel many miles to see their loved ones and offer family support.
They warehouse people and then expect them to make a life for them selves or the family after spending 10+ years with controlled movement.
There is a real need for change in the Federal system. We need alternatives for drug addicts which is 65% of the prison system if not more. They need positive influencing people to make change most people want a good life I don’t think they prefer a life of crime and drugs. Support Please!

Please support this bill. Someone has to do something to make a positive change for the federal justice system. Mandatory minimum sentences are unjust.

Please pass bill, everyone deserves a second chance. Individuals that have murder charges has received a lesser sentence that individual with conspiracy charges.

Please alert anyone/everyone about this bill...it needs your support. This bill is about offering justice to all who are serving time in federal corrections. A bill like this is important to families as well as inmates. My fiance is serving 8years for a non-criminal offense, he has been respectful and compliant and deserves a chance to come home sooner, for all who dont see, this is not a "free pass" this is an opportunity to prove that people change and learn from mistakes...most murders get the opportunity after doing about 50% of their time, and we're only asking for 65%!

Given the over-crowding and understaffing of our prisons, I am very much in favor of this Bill. I beg that you give it favorable consideration.
