This bill should be passed.It's high time that dedicated federal employees and civilian employees who elected to work for the government be permitted to receive their full benefits instead of being penalized and singled out.In my mind the windfall provision and the government offset provision discriminate against the federal employee and civil employees who work for the government.t is unconscionable that hard working people who paid into the system be denied their full benefits.

I worked for 19 years paying into Social Security, but have returned to the teaching profession. In Texas most school districts do not pay into Social Security but only pay into a private retirement fund. Because of this, I cannot retire and receive my full Social Security benefits, even though I paid into it for those 19 years. There is something very wrong with this picture! I agree with Mr Stein, "it is unconscionable" to deny hard working people who paid into the system their full benefits!

I agree with the above comments. A public servant works many jobs to support his family, including jobs covered by SS. The full employee amount was taken out of the pay at the time. Then, upon retirement, the public servant receives some 40 cents on the dollar of what was taken. Thanks for your service, says the SS, sarcastically. I paid into SS in the '50s,'60s,'70s,'80s,'90s and the '00s. Most were seasonal work or part time paid positions. Yet I paid and worked hard for the system. I feel cheated upon retirement. Are there any other categories of retirees, other than public servants, whom this type treatment visits?
Pass the bill and make it retroactive, too.
