S. 2283, The Preserving our Equine Heritage on Public Land Act (2800 comments ↓)
- This item is from the 110th Congress (2007-2008) and is no longer current. Comments, voting, and wiki editing have been disabled, and the cost/savings estimate has been frozen.
S. 2283 would preserve the use and access of pack and saddle stock animals on public land administered by the National Park Service, and Bureau of Land Management, the United States Fish and Wildlife Service, or the Forest Service on which there is a historical tradition of the use of pack and saddle stock animals.

March 15, 2008, 4:00pm (report abuse)I don't understand why horses are singled out, snowmobiles are given special crossways in the pavement to go across and all we want to do in ride out on trail in the forest.
I don't understand what happened to the way of life out ancestors enjoyed. They only had horses and the Amish have the same rights, so what gives.
Deborah
March 15, 2008, 8:19pm (report abuse)There are very few places to go and be with nature expecially while on the back of a horse. Please do not take away that which keeps so many of us sane in this hectic life of ours.
Catherine Nelson
March 15, 2008, 11:11pm (report abuse)I am in favor of this bill which will protect equestrian access to trails, forests, and other public lands.
Alice Fuller
March 17, 2008, 12:56pm (report abuse)I've been riding for over 30 years and have seen our trails disappearing rapidly. We need to protect our rights to ride on public lands and not let "special groups" keep us out. Horsemen do not trash where they ride. We carry out our trash which is more than I can say about motorized vehicle riders who can easily pack out their trash and beer bottles.
Gabrielle, Michigan
March 17, 2008, 1:27pm (report abuse)Not only do the national public lands need to be open to equine riding and use; the Federal Government needs to provide aid and support to states to continue their work on trails and camps.
Horse enthusiasts are great volunteers and are more than willing to work with local agencies to help with labor.
As the aging baby boomers who own horses enter retirement, there will be a greater need for MORE trails to avoid heavy concentration in any single area.
Addtionally, this is a way for those with physical disabilities to get out and enjoy nature. Do not limit disabled people from recreational activities!!!
Barbara Welemirov
March 17, 2008, 2:04pm (report abuse)I vote yes to keeping public lands open for Equine travel.
Denise McDaniel
March 17, 2008, 2:10pm (report abuse)The national forest should be here to enjoy by all interested parties. What is the point of having such lovely forests, lakes, trails, etc. if people can't enjoy them. Horseback riding is one of the oldest forms of transportation and leisurely enjoyment. Many groups such as the MTRA have spent many hours and money on developing and keeping the shore-to-shore trails open and used. Horse do less damage than motorized vehicles to the environment. Lets get back to nature and enjoy the animals. Don't take all the camps and forests away. We pay taxes and should have the right to use this common ground.
Amanda Fairchild
March 17, 2008, 2:26pm (report abuse)Horses have always been a part of the country's heritage. We don't tear up trails like some of the motorized vehicles do. And everyone that I know that trail rides makes very sure that all garbage and anything that goes out on the trail with them comes back with them. Horseback riding is a very laid back hobby and I don't see how our riding is really affecting anyone. Please Vote YES
Mickey
March 17, 2008, 3:16pm (report abuse)All counties/states have trails for hikers, bikers, ATV, skiers but they don't allowe horses or make no plans for horses. We pay taxes towards state/federal lands and should also have the right to ride in these area

March 17, 2008, 5:39pm (report abuse)Please do not take away our right to ride. It is part of our family history. This what we love about America - OUR FREEDOM.

March 17, 2008, 6:21pm (report abuse)Vote is YES! With the price of gas & diesel fuel what are we supposed to do but ride our horses. The government wants to control all that we do. I live right next to 10,000 acres of federal land. I like to ride & relax after work & on weekends. Why can't the goverenment keep their hands out of our lives.
Urminda Firlan

March 18, 2008, 2:22pm (report abuse)LEAVE US ALONE- this great land was founded on the back of a horse(not on a bike). The government controls enough of our daily lives. Leave us this to enjoy without the long arm of Uncle Sam. I support this bill so I vote YES!
Sandy Clippinger
March 18, 2008, 2:33pm (report abuse)Vote YES. At this point in life, I am unable to hike because of back trouble. Please allow me to ride my horse in pristine wilderness country.
Sharri Rosendahl
March 18, 2008, 2:44pm (report abuse)I Vote Yes, how did it come about to question this in the first place? to take the right to ride a horse on govermentfederal land away is ridiculous to say the least. who do you think that land came from in the first place? shame on anyone who would deny the rights, of the very animals, that help discover this country! a horse is as much of a national treasure as our country is! take away our sense of adventure & our right to ride on our home ground & where does that leave us? EMPTY!
Jeff Ward
March 18, 2008, 3:11pm (report abuse)Horses should be enjoyed and not feared.(That is what they were designed for) Roads should be used by vehicles and not feared. (That is what they were designed for) To keep horses off of the trails, because of the damage they might cause, would be like keeping vehicles off of the roads for the damage they might cause to the roads. We need to start working together collectively with respect and enjoying each others company rather than working separately and in fear. Which stand will we take, for or against fear? I am very glad I have "Freedom of Choice".I choose to stand against "being afraid". At any rate, try to have a great day. Thank you all for letting me have a voice.
With respect for everyone..,Jeff

March 19, 2008, 7:18am (report abuse)As a multi use rider (horse, bike, etc.) I don't think that trail usage should be limited to any one group. We all pay taxes, use, and maintain the trails. Let's enjoy them together and unite to ensure that they are always there for all!
Jan Stalcup
March 20, 2008, 1:27pm (report abuse)I am in favor of this bill. as the saying goes, everything looks better from the back of a good horse. please don't take away our right to ride horses on federal land. if we could just all work together to keep options open for enjoying these wonderful areas, the world would be a better place.
Dave Rossi
March 21, 2008, 2:52pm (report abuse)dont take away anything else or soon we wont have anything to do except set home. We love to ride horses any where not where you tell us we can. We have rights I think.

March 22, 2008, 10:51am (report abuse)As a user of National, State and Local trails for equestrian riding, hiking, and biking, I vote YES to this bill. Our parks are not there to service one type of user group, rather they are there for all to enjoy.
Sandy Macy
March 25, 2008, 10:40pm (report abuse)I voted for this bill, because seeing the National Forests on horseback is being with nature and appreciating our beautiful country.
All americans should have this opportunity if they wish to take advantage. We all pay taxes to support the forests, and horseback riders deeply care for the preservation of our public land. Please don't shut down any more trails in Georgia or any state.
Sabine Anderson
March 28, 2008, 4:59am (report abuse)Horses are the most natural form of transportation and the entire country was discovered on horseback. Why are we to this point? Rights for all, please.
Julie Savola
March 29, 2008, 11:15am (report abuse)As some very wise men said, amongst our unalienable rights are life, liberty and the pursuit of happiness. I don't recall the pursuit of happiness limited to a certain user group like hikers and bikers. I am pretty sure they meant ALL of us. I don't understand why one man's pursuit of happiness would rate over another. I most certainly vote YES. Let's manage the resource, not take away the rights of it's users. When the lines form to assist in the management, I am certain horseman will be in the front.
Fran Miller
March 30, 2008, 7:16am (report abuse)I couldn't feel any closer to GOD as when I am on the back of my horse, riding in our National Forests and Parks. Please don't take that away from me! Keep our trails open.
FRAN Miller
March 30, 2008, 7:22am (report abuse)I couldn't feel any closer to GOD then on the back of my horse, riding in our National Forest or State Park. Please don't take that away from us. Keep our trails open.
Kelly Mikula
March 31, 2008, 12:47pm (report abuse)We are so limited right now as to where we can ride. Please do not take this away!

April 2, 2008, 8:47am (report abuse)As a child I had plenty of places to ride and explore and now my grandchildren have very little space to ride. Please help preserve our heritage.

April 3, 2008, 4:25pm (report abuse)Please allow stock and saddle animals to continue to pack in to the lands governed by the National Park Service, BLM,, Forest Service and Fish/Wildlife Service. Our recreational riding is always mindful of go lightly/pack it in/pack it out. We want to enjoy the scenery that is only accessible by pack animal. We respect these lands and want to have continued access. Horses have historically built our country, not destroyed it! So, please support access to the beauty of the USA.
Anne Carter Jones
April 4, 2008, 10:17am (report abuse)There is nothing more refreshing than a ride on the open land. And those who don't ride enjoy seeing those on horseback. Our farmland is tragically disappearing. Please give our horses an opportunity to enjoy the great outdoors as well, by preserving access for horses on our public lands. Emphatically, I vote YES.
Laura Fincher
April 4, 2008, 11:17am (report abuse)Vote YES! Where would we ride if we are denied our natural riding areas? On the roads with the bicyclists and add to this dangerous situation? NOT! We need to keep our horse back riding grounds just that! Don’t take our century’s old, clean activities away from us!
Sabine Anderson
April 5, 2008, 2:28pm (report abuse)YES. WE need to have our forest open to horseback riding, where else should a horse be if not in the forests

April 11, 2008, 1:28pm (report abuse)Please keep allowing stock animals on public lands. They are a huge part of our lives and of Amercia! If we can't ride on pulic land, where will we ride? To ride out in the open land is as close to Heaven as you can get. Atvs and bikes can't take over our horse trails.
Bonnie
April 14, 2008, 10:51pm (report abuse)I moved to an area that excepted horses and lost all trails in the area to developments and groups that want trails all to themselves. Any horseman I have known has always been willing to share. The trails here were created by horses but taken over by others after the trails were blazed. How unfortunate it would be for Americans to never experience the joy of connecting with one of our countries most admiral hero's. They transported mankind and went obediantly into war. They carried our burdens for centries. Lets give back to them and allow them somewhere to experience just a taste of the life they were meant to have in the natural.

April 24, 2008, 9:57pm (report abuse)I am a third generation equestrian. My nine year old daughter has been riding for 5 years. Her dream is to go riding at the state park with mom.Dont take that away from her, us!

April 28, 2008, 6:18pm (report abuse)I find the government are trying to restrict everything we do. I found out about a guy the was riding his horse cross country and came through Pittsburgh Pa city and received a ticket because he didn't have a permit!!! THis is not acceptable We should be allow to ride our horses if we want to!!!
Catherine Cirino
April 28, 2008, 9:04pm (report abuse)I Vote YES "If you think it's just a horse then you will probably understand phrases like just a friend just a sunrise or just a promise. Just a horse brings into my life the very essence of friendship trust and pure unbridled joy. Just a horse brings out the compassion and patience that make me a better person. Because of just a horse I will rise early take long walks and look longingly to the future. So for me and folks like me it's not just a horse but an embodiment of all the hopes and dreams of the future the fond memories of the past and the pure joy of the moment. Just a horse brings out what's good in me and diverts my thoughts away from myself and the worries of the day. I hope that someday they can understand that it's not just a horse but the thing that gives me humanity and keeps me from being just a woman or just a man. So the next time you hear the phrase just a horse just smile because they just don't understand."

April 29, 2008, 10:15pm (report abuse)I think its pretty sick and its not right at all!!! This is something worth Preserving for the horses! This is there land too!!! Together we stand, lets save the land for are horses!!!!!!!!

April 30, 2008, 11:08am (report abuse)Vote "YES!" Traversing natural areas on horseback seems like the right way to see it. When I have been on horseback in the wilderness, I can relate to Teddy Roosevelt and the reasons he saw the need for a National Park system. This is part of our heritage. PLease preserve it.
Terry Buckley
May 2, 2008, 3:59pm (report abuse)Please keep public lands open to horseback riders. There is a freedom and joy that these trail rides provide that should not be denied to anyone. Financially, the horse industry has a strong impact on the economy and pays almost $2 billion annually in taxes. Most of the horses in this country are owned by everyday middle-class citizens. We need to be allowed the freedom to ride across our land. There is no other animal that has worked as hard for this country as the equine and it deserves the pleasure and protection to always be able to traverse this country. Thank you.
Jim L.
May 5, 2008, 5:28pm (report abuse)Please allow us continue to use the public lands. Individuals that violate the laws and regulations the govern the using of public lands, like riding motorized vehicles on lands that prohibit them, should be delt with, not just swept under the carpet, because the officials are to lazy to use their positions. Please continue to allow us to use these public lands like we have. Thanks!
ELIZ GRAY FROM NC
May 10, 2008, 5:14pm (report abuse)With the high cost of gas and decreasing fuel reserves we need additional trails for horse back riding which is a quiet, environmentally friendly way to see nature. Quite often a nice trail ride is the enoyment a family takes after spending quality time, cleaning the barm, feeding and caring for the horse before they head out for a family trail ride. With decreasing trail rides it just adds to the difficulty in the decision to even own and care for a horse. Having been a horse owner for 20 years or more I can tell you that some of my 4 childrens most cherished memories are those that involved caring for and riding our horses. My children were all in 4H activities which taught responsibility and respect for animals and people. PLEASE don't put anymore limitations on the available places we can enjoy a peaceful horseback ride while enjoying the many beautiful sites nature has to offer.
Erica Mckinney
May 12, 2008, 1:34am (report abuse)I am an avid horseman and so is my family, but we recently got my father an ATV so he can still have the freedom of enjoying the public lands as close as you can to riding a horse, I don't think its fair to rule out ALL ATV rider's on Forest lands, I think that they should limit it to people with Disabled hunter's permits or just Disabled person's admitted on Public lands with ATV's, I do believe we should keep our forest pristine and natural, but It would kill people like my Father to be cut off completly from the forest the way he likes to enjoy it
Susan Swan
May 12, 2008, 9:39pm (report abuse)I vote YES! I ride every weekend weather permitting. That is my time to release the tensions of the week and just enjoy mother nature at her finest!

June 1, 2008, 3:22pm (report abuse)The right to enjoy our national forests on horseback should be an irrevocable right to all citizens. Please vote "YES" to this bill.
Vanessa Sammons
June 3, 2008, 12:30am (report abuse)If we're not allowed to ride and pack mules in the mountains where else would you suggest we do it? People are getting to greedy with thier possesions, and they're forgetting about what is important. We owe so much to those 4 legged creatures. Instead they are being choked out of their home. Only to be stuck in a 12X12 stall 23 hours of the day. These animals have rights too. Do your part and VOTE YES!
JSLasiter
June 5, 2008, 6:54pm (report abuse)This bill passed the House over three years ago. The Senate has stalled the bill, then placed it in the Energy and Natural Resources Committe. The farm land I used to ride on has been purchased by the Federal Government. I have been trailering my horses over one hundred miles to ride, when I used to walk out my back door and ride. Perhaps the Energy side of the committee will take action on the bill now that gas is at a premium, and allow horse owners to ride their horses on land we used to ride on.
Curtis Merritt
June 7, 2008, 8:32pm (report abuse)Absolutely YES! I have been riding for over 50 years, and plan to do so for another 50. Horses are what founded this nation, and the way the government has mismanaged this country for decades, we all may be returning to the horse for transporation if gas, food and everything else keeps going up. Personally I'd be all for that.
Carole Williams
June 7, 2008, 9:12pm (report abuse)PUBLIC land means available to the public, and we, the people, are the PUBLIC. I am an avid horsewoman and have ridden for many years. We lose more land each year to development. Before long there will be no more open spaces to enjoy and no place for us to enjoy our God-given right to have and use horses. With all that is going on today in the world, we must do everything we can to preserve the "heart" of this country. We must preserve public lands for public use and future generations. Please keep these public lands open to equestrians.
Bettie Nable
June 14, 2008, 11:03pm (report abuse)I vote YES -- our land needs to be kept open and available for the freedom of our horses and their owners to enjoy the natural environment that God intended it.
Cassie Anderson
June 24, 2008, 1:21pm (report abuse)My family and I are avid horsemen and we enjoy trail riding our horses throughout the year. We vote yes to keep riding on public trails and public land. It is important for the future of our children to be able to enjoy the national forest. It seems to be the only place left for peace and contentment of so many people. If it is made illegal to ride these trails then our country isn't really free and that would be a slap in the face to all of our war veterans! Please keep this our county of liberty!
Dana
June 29, 2008, 11:27am (report abuse)i have owned horses for 32 years and have ridden trails from the west coast all the way to the east coast.
riding is a source of stress relief for many people but that relief can not be found riding in an arena, national forests are peaceful and serene and should always be open to horseback riding after all before bicycles came along and before people decided to exercise by hiking the trails horses were there roaming wild and free, their presence never disturbed the wildlife, as i have ridden the trails i have been blessed to see much wildlife that would have run off if i had been on a bike or walking, wildlife just are not afraid of the sound of a horse.
Keep the forests open to horses forever.
Luther
July 1, 2008, 8:58am (report abuse)They need to clean up the trails that the horse makes a deposit on. It would be better for all if they did. I was hiking the Yadkin River Islands last Friday to go fishing. We had to dodge poop the whole way.

August 3, 2008, 10:24am (report abuse)Vote YES, As a horse owner and rider we should cherish and see the way our elders saw this great land from the saddle and preserve and protect it as it should be!
Lisa Meeks
August 4, 2008, 12:35am (report abuse)This country was founded on the back of a horse. To deny them access to ride on lands that would not have been claimed without the help of a horse is just selfish. Not all of us have 100 acres to ride on, we should be entitled to the same rights as others. If you can hike, ride a bike, where there is a trail a horse should be allowed. It a form of recreation, just the same, a way to appreciate nature in its rawest form. Not to mention, fellow trail riders are the most concientious when it comes to picking up trash left behind where others have been. How would we manage these lands without horses, or pack in supplies to firefighters fighting rural fires? and search and rescue crews? where would these volunteers gain practice and experience if they weren't allowed to ride the lands? I hope people will recognize what a benefit for everyone it is to be able to enjoy this type of experience.

August 5, 2008, 2:28pm (report abuse)I live in the middle of the cotton fields in Tennessee. The farmers allow us to ride our horses on their land. The government is purchasing the land in an effort to save rivers from the erosion caused by row crops. Now the government will not allow the horses on the land. Senators Corker and Alexander are deaf to the requests to support the bill and move it out of committee.
Susan Sebastian, Whatcom-BCHW
August 28, 2008, 1:38pm (report abuse)I support S 2283. The use of horses and stock on public lands should continue to be allowed. Most trail systems have been put into place with the help of horses and stock animals. I look forward to my trips into these locations and would like to be able to share the experience with my grandchildren.
Pat Ellson
September 5, 2008, 6:23pm (report abuse)Please vote yes on S.2283 - horses and mules are as much a part of the American experience as hunting, fishing, and other outdoor activities. Without them we might not have discoverd and subsequently explored much of what is now designated public lands.
LEAH LOVELL, VA
September 18, 2008, 4:11pm (report abuse)I have been riding since I was 5. I am now 54. Most of my years of riding have been on public lands. I am a member of Back Country Horsemen, voluneers with the U.S. Forest service and Dept. of Game and Inland Fisheries. At an alarming rate, out of control developers are destroying our hunting and recreational lands. Please do not take away our freedom to enjoy public lands where we can exsperience the beauty of this wonderful countries back country. Horses and Mules are part of our heritage. Our history, our public lands, our horses and mules, and our RIGHT TO RIDE, are very important to us and I will do what ever it takes to preserve all five.

October 21, 2008, 4:05am (report abuse)The novel Brave New World by Aldous Huxley was published as a warning. It tells the tale of London in the year 2540, in a dystopian future in which the government controlled every aspect of the citizens’ lives, down to not allowing any dissenting, or in other words free, thought. This was Huxley’s vision of what will happen to societies if the government was allowed enough leeway to impose their iron fist into the everyday lives down to thoughts, words, and free choice of the citizens. This novel was controversial, and still is, but what is worse still is that his and also George Orwell’s cautionary tales of restriction of governmental regulation are beginning to come true, even here in the land of the free, the USA. For instance, the California government has allowed zoning of Los Angeles to include where fast food restaurants cannot have a store open. Burger joints are becoming outlawed, and one of the next targets is the payday loan industry, which has already come under fire.

October 21, 2008, 1:27pm (report abuse)1.I'm disabled, this is the only way I can enjoy the trails; this is discrimination under the ADA act.
2. Horsemen built these trails. They were here first.
3.All generations should be able to enjoy this great country, America.
4. Remember, this is the LAND OF THE FREE, don't discriminate against horsemen. Trails for all users!
5. Horsemen will work with other user classes to help keep these trails open by keeping them clear.
4.Senators and Congressmen/Women, PLEASE pass this bill.
THANK YOU.

November 12, 2008, 4:41pm (report abuse)Vote Yes! I have spent 48+ years riding in the back country of many states, mainly in the Chattahoochee Nat. Forest in the No.GA mtns. We need to preserve our right to ride and enjoy our forests. There's never been irrepairable damage done by dispersed riding and this is a right and privelige we need to protect and continue for our children and theirs.

November 14, 2008, 4:55pm (report abuse)The right to get from one place to another on horse is a great thing. Most of Alaska is not accessable by car. Horse or plane, I prefer the horse...more reliable and safer.

November 27, 2008, 10:43pm (report abuse)For years I have enjoyed the trails in the back country with my mules and horses. It would be a shame to have the trails so narrow that a pack animal can't go down the trails.

December 27, 2008, 6:37pm (report abuse)Yes, keep public lands public. I cannot hike anymore but I can sit my gaited horse and enjoy all of nature. The quietness of a ride on a horse gives one a greater appreciation of the surrounding. Our elected officials need to work FOR us and not AGAINST us. Please stop taking away our freedoms.
Carol (IN)
December 28, 2008, 12:48pm (report abuse)Another yes vote to keep public lands public. I too am not able to get out and hike the trails but I can still ride my horse on them.

December 30, 2008, 8:09am (report abuse)I vote to continue to allow horses access to public. For anyone to think otherwise is to violate our vision of "Life, Liberty and the Persuit of Happiness, in One Nation under God. If everyone, especially our politicians kept this in mind we would not need all these laws to protect our rights as Americans.
