September 29, 2008, 4:17pm (report abuse)No. This is yet another attampt to muddy the waters and cause undue hardship for small business owners - the backbone of our economy! It's true that using I.C.s makes it more difficult for the govt. to get their money but it is not a loop hole. The law as it stands is already fair enough.
