Detailed Summary

Amends the Atomic Energy Act of 1954 to direct the Nuclear Regulatory Commission (NRC) to develop an independent safety assessment procedure which includes NRC inspection, at the request of a state governor or a public utility commission in the state, of the design, construction, maintenance, and operational safety performance of a licensee's nuclear facility.

Sets forth the scope of inspection.

States that a final NRC decision either to extend an operating license, approve an extended power uprate, or to continue licensed operations is conditioned upon: (1) completion of the independent safety assessment; and (2) licensee acceptance and implementation of each finding and recommendation of the assessment report approved by the NRC.
