December 20, 2008, 8:50pm (report abuse)Dennis - if you did not work during your one-year claim (Dec '07 to Dec 20, 2008), I don't think you can open a new back-to-back regular claim. Have you received 26 weeks (regular claim), 13 wks extended & now getting the 7 additional wks? I think that your "new" claim would only include extended benefits (unless you have worked for any period during the last year). The maximum benefits (that I'm aware of) is for a total of 59 weeks (if you live in a high unemployment rate state). You definitely want to open a new claim on Monday, Dec 22nd (unless you can do it online tomorrow 12/21). What state do you live in??

December 21, 2008, 2:55pm (report abuse)I live in Florida and I am collecting the extended EUC benefits under the new extension. I received my first two weeks of the claim last week. Florida has an unemployment rate of 7%, I am thinking about relocating to a state that has an unemployment rate of 4.9%. If I relocate now after my extended EUC claim has been approved, will I be able to still receive the full 20 weeks since the initial claim was established in Florida and I would be filing through the Florida unemployment office?

December 21, 2008, 5:52pm (report abuse)I would think that you might not be able to collect any more than the 7 wks (I'm assuming you have already received the first 13-wk ext). I don't think you would be eligible for the (second tier) 13-wk extension. Even though your unemployment checks would come from FL, I think the benefits would be based on the unemployment rate of the new state.
What I plan to do is to wait it out until the end of the 2nd 13-wk ext.(which will take me to spring 09) and see what other options there are. I'm pretty sure we can apply for educational benefits (in CA, it's called CTB training - basically adult school for 20/hrs a week) that would normally extend the first 26 weeks of the "regular" claim up to another 26 weeks of paid benefits.
My concern for you is that if you start working in another state and (unfortunately) get laid off after several months, you may not qualify for any benefits (or very little). It's a toss-up. The only thing you might do is call AWI and ask that question.

I don't believe the unemployment situation is going to change in a positive way during the first quarter of 2009 - spring might be a better time.
I'm pretty sure they're going to give another extension after the (2nd tier) 13-wk extension - if you move to the other state, you probably won't get that, BUT you might get a JOB!
One other suggestion, is that you try and actually have a job in place in the new state before you actually move there. Be sure to get into a field that's pretty stable!

I have calling unemployment office to verify if I will recieve the second tier benefits and they said no. I have been unemployed since Dec. 06 collected my reg. 26 weeks, collected the first extended benefits, plus now the 7 weeks. My state is Well above 6% across 3 months. Will I be able to recieve the "second tier" after exhausting my 7 weeks in mid January 2009? Please let me know if anyone can answer this question, I live in a very hard place to recieve a job with a percentage of 9.6%. I have applied EVERYWHERE, with records of every place.

I would call your state's unemployment office & ask that question - perhaps in a positive way "Since I am still unemployed, I am entitled to the next 13-week extension, correct?"
Guess I would want to know what's actually going to happen in January than to just wait and not know.

Seems like things are starting to happen, and I bet Florida's AWI & RI's unemployment office are working a lot of overtime (especially this last week end) to get those checks/direct deposits out!

December 23, 2008, 12:50pm (report abuse)I mailed my claim form last Tuesday (Dec 16th). I always take my claim forms and go directly to the post office with them. CA usually only cuts the checks on Fridays. You can call the the EDD at 1-800-300-5616 - wait until you hear "Welcome to the EDD" (only) and put in ext. 130 - this will bypass all the voice prompts and waiting - if you hear "Thank you for calling the EDD" - hang up & redial until you hear the "Welcome" (you might have to redial 10-20 times) - it will say it will be 7 minutes, but it usually takes about 3-4 minutes. Ask the rep when your check was mailed. If you got the 13-wk extension and you're still unemployed, you should get the 7 wk & the next 13 wk extension.

I was permantley laid off on Feb 8 2008. Im getting nervous. You watch the news and all they say is MORE companies closing or going out of business. Whats going to happen if we still have no job when the second ext. ends. UGHH>> when does it get better ? :(

They are now comparing the current economy close to the great depression. Hopefully, some good things will start to happen in 2009.

December 24, 2008, 1:10pm (report abuse)Jill, you're welcome! To "Re: Jim" - my stub for the first two-wk claim on the 7-week extension only shows the remaining balance of the next 5 weeks. They aren't going to show the remaining balance of the (2nd tier) 13-week extension until you have applied for (and they have approved) it. I have already asked if I would qualify for the next 13-wk extension (if I don't find a job by the end of the 7-wk extension) and was told "YES." They are hoping that you find a job, and don't want to openly tell you there's going to be another 13 weeks that you are entitled to (let alone show 20 weeks online). =o)

Normally you would start a new back-to-back 26-wk claim on or about Dec 28/29th (but only if you had worked during the first 1-yr claim). I would open a new claim - you should at least get extension benefits. Supposedly (at this point) benefits would be for a maxiumum of 59 weeks.

December 26, 2008, 3:15am (report abuse)Hi there - I went up on the AWI website, and it directs you to call 1-800-204-2418 and use option "0" (perhaps for operator?) to contact them. Two other contact numbers for them are 850-245-7105 (AWI main phone line)and 850-921-3223 (fax). You might want to call the 800 line, and if no answer, I'd send an URGENT FAX - that way you're covered!

This is b/c I exhausted my benefits from the first extension on October 20. Now, my extension claim is lost in cyber space I guess. This is really scary. December 26, 2008, 4:52pm (report abuse)Since your first (13-wk) extension exhausted on 10-20-08, your 7-week extension will be from Nov 23rd forward, so they owe you approx. 4 weeks of benefits (4 weeks will end tomorrow 12/27).I would suggest you download another application, fill it out, and fax (URGENT FAX) it to them with a letter of explanation (that you had applied online, but no response, pls have someone call me, etc). I just called the fax # and it is working. Fax number is 850-921-3223. This is probably the best way for you to go right now. I would even fax it two times (in case one is mis-directed).
If you look at "crip" about 22 comments up, he received a 3-week check this last Monday (12/22), so
Florida is starting to get checks out. Perhaps you can copy & paste this link to your browser & print the application for ext. benefits.

December 27, 2008, 1:11am (report abuse)I bet Florida's AWI is still dealing with their massive computer security problem that affected 250,000 claimants (they "lost" personal information in a data base they were testing), and if you applied online it probably was caught up in that mess! On the AWI website they asked that you fill out the application and mail it to: Agency for Workforce Innovations, Special Claims, P.O. Drawer 5350, Tallahassee, FL 32314-5350.
After you fax over your claim form, you might want to send a copy to the above address & keep a copy for yourself. I would send it by "certified" mail (or FedEx/UPS)so you have proof that it was received (it also looks more urgent/important). At least you're doing everything you possibly can - they'll eventually get either your fax or your mailed application!
Hopefully, it won't take too long to get the ball rolling! Hang in there!

On this lasted one I received it states beside the space the "check" should be "PREVIOUS WEEKS WERE PENDED", what the heck is that? I am instructed to call again on January 5, 2009.

I do know someone who also received a check on the 20th and his first extension ran out in October. I have no idea what "previous weeks were pended" means. Good luck!

I keep checking Indiana's unemployment website to find out any next info on the next extension and there isnt any. January 4th (last week of the added 7) is fast approaching...I am still playing catch up on utility bills. AND my car is in the shop!!! Pray that it is covered from the work they did on it only 8 months ago = same problem: overheating!! THIS ONLY A TEST....THIS IS NOT LIVING. I swear this stress has taken years off my life!!! Thanks for allowing me to vent. I am in company that understands. I feel like my family and friends have to be sick of my dismal situation.

I don't understand why it is taking some states so long to get up-to-speed with the Federal extension.
My first (13-wk) extension ended on November 29th, and the 7-wk extension benefit began on Nov. 23rd. As with Lisa in NJ, mine was pretty seemless. Perhaps some of the problem might be with claimants that had stopped receiving extension benefits before Nov. 23rd - the unemployment dept's might have to retrieve some data from the original claim, which might take longer. Don't know, but you would think by now they would have figured it out! Could be that they have had to cut staff, too.

December 31, 2008, 3:24pm (report abuse)I would definitely say that when your 1-yr claim is exhausted, that you need to open a new claim - even if it extends it for 7 weeks (52 + 7 = 59 weeks). At this point, I think there will be more extensions, but that will have to be done after Obama takes office.
November 2008 unemployment rate numbers for IL is 7.3% and NJ is at 6.1% - don't know if they are still going by a 3-mo average or going month-to-month now. Dec's stats aren't out yet (of course).
We are having the same problem here in CA with the phone number being constantly busy - it was never that bad before.
I had three (separate)interviews with three attorneys (Office Mgr. position), and in the end they didn't call me or even respond to my email asking if they had made a decision. Guess they feel they don't have to. Out of interviewing with 9 companies, only 2 let me know they hired someone else. It seems to be very common-placed.

Qualified Floridians to Receive Extended Unemployment Compensation Benefits
TALLAHASSEE – On Friday, November 21, 2008, President George W. Bush signed the Unemployment Compensation Extension Act of 2008, which increases the allowed amount of extended Unemployment Compensation benefits from 13 to 20 weeks. The Act also authorizes up to an additional 13 weeks of “Second-Tier” benefits for states with a total unemployment rate at or above 6 percent. Currently, Florida is one of numerous states authorized for “Second-Tier” benefits.
Qualified Floridians currently receiving benefits, and who subsequently exhaust their benefits, will receive the extension automatically, and their weekly benefits amount will remain the same. Individuals who do not currently have an active claim, but may be eligible for the extension, will be mailed a notice/application advising them of the availability of extended benefits.

January 1, 2009, 3:12pm (report abuse)Just when you think things can't get worse, our "govenator" said a couple of days ago that, unless we get financial help soon, we won't get any state tax refunds (just IOU's) - the IOU's also apply to policemen, firemen, etc. Also, our state taxes are going up 1-1/2% to 9.25% - ouch!
They need to start building people's confidence back, and getting out the extension benefits immediately would be a good one!
Hopefully 2009 will be better for all of us!

NJ shows 6.0 unemployment rate, and it looks like the benefits will start on 1/4/09. IL is at 7.1%, FL is at 7.0%, CA at 8.1%.

I am in Pennsylvania where unemployement was 5.8, 5.8, 6.1 which is a 3 mo average of 5.9...but the 6.1 was for November...I am sure December will be just as bad because things are not getting any better! If December is 6.0 does that mean I will still receive the additional 6 weeks or was it at the time of the approval of the extension? I tried the website Joan sent and it says not valid...does anyone know???

I think I angered some folks at the UE office in Florida when I emailed them a few links that explain the law to them in clear English! They responded with an email about how they were sending out forms to those who qualify and not all people qualify. etc. etc. I sent them an email back and said, "yes, I know. I got a form. Therefore, I qualify!" Ha! Still waiting on some info. Can't get anyone on th phone today bc according to them January 2 is a holiday. Happy 2009!

Trigger Notice" - shows 22 states that are eligible for the (2nd tier) 13-wk extension, and is based on a 3-mo period ending Nov 08. PA for the 3-mo period is at 5.9%. I don't know whether they are averaging again after every month or what, but that's in their favor if the unemployment rate goes down, and they don't have to pay benefits.

She pretty much told me I was an idot for waiting so long. I needed to restart my claim. Claims are good for 1 year. November 7 waws one year for me. Good Karma to the Florida folks.

See the 1st Extension was for 50% of the Credits but Should have been for 80%!! So They are ONLY Paying the DIFFERENCE between the 50% vs 80%...What a Let Down..Im also in Fla & they told me the same Thing..Seems the more credits the LONGER the Extensions!! Plus, No Matter If Fla is 7% or 4% Seems They are Still Basing it on CREDITS Only!! Im truly Baffled by this!! I Hope this Helps?!! Would Love to Hear More Fla Views to Help Shed MORE Light!! I was very relieved to know where I stand and that the other 13 weeks are calculated (I hope I will not need to use them) and the letter states for me to continue calling each week, as I do now for benefits as long as I still am eligible and keeping track of all work search contacts, interviews and report to NetworkRI for job listings. I hope you all get these letters in a timely manner. Good Luck

I have been trying since the law was passed to get some money on the second 7 week extension. Here we are going on two months since the law passed and NOTHING! I call and email almost every day an no one will even help me! Monday I am calling Charlie Christ's office. Maybe they can escalate it!

In another comment, the person states that they were finally able to get in touch with a "real" person and that they stated that the funds would be released "as soon as the money was released by the President."
It is entirely possible that the funds are being held until the computer breach is 100% secured (the gov't doesn't want the money to get into the wrong hands).
Since the problem seems to be limited to Florida, the computer breach is the only thing I can think of.
Your extension(s) should be effective from Nov 23rd forward.

January 5, 2009, 10:23am (report abuse)Florida folks try this number 850-488-4441. It is Charlie Crist's office. I spoke with a very friendly person. She told me someone by the name of Nancy would be calling me back. Here is the scoop...Once you call there, the Unemployment office has 48 hours to resolve the request. She did caution that there hve been QUITE a few calls and that it may take a day or two but she did guarantee a call back and a resolution!! Hopefully this will be major progress for all of us!!!

I received the checks, my extension is almost over, but now I have the possiblility of a good job so I am more relaxed . Husband does not find a job , he also got the extension, my question is in case I dont get the job I am waiting , they said that there is no extenseion in FLorida other that the first one in July and this one on NOvember _December, I been told here that there is one, but Unemployment in FLorida still insist they dont have any extension after this , also does anyone have a current phone number for the Unemployment in Fl,??not the 800 but the other one with the area code 850 is not working anymore, is terrible the way they work in FLorida.

If you got the first (13-wk) extension, you are definitely entitled to the 7wk & the 2nd-tier 13 weeks. The 7-wk ext. is effective Nov. 23rd forward. I don't think they will tell you too much about the 2nd tier 13-wk ext. because you need to have applied & been approved for it, and probably you can't do that until the 7-wk ext.is up.
I seriously hope you get that job!
I think the job market will start to open a little bit more very soon. Obama wants to give monitary incentives to employers for hiring people and not laying off. I think it will help that the President-Elect is calm - he realizes how bad the situation is, and seems to have directives towards getting the economy back on track and restoring confidence - that should help businesses feel more comfortable in hiring.
Time will tell - we just need to TRY and be optimistic! LOL

I have sent out COUNTLESS resumes, marketed myself thru friends ect. and NOTHING :( Illinois is over 7%. what will happen when the second 13 week ext runs out. (gulp) Im hoping to do something. Not even Mcdonalds or Burger King is hiring. I was in banking and credit and cant find a thing. Know if the 59 weeks are all they are doing or if Obama has any other plans? Thanks so much

January 6, 2009, 11:44am (report abuse):)!!!!! Ok. Here is the scoop, I called the governor's office number and was told that someone would call me back in 24-48 hours. I just got off the phone with an extremely friendly woman. She took my info., confirmed I was in the system and tht they had received my form. Then she proceeded to certify me for all of the weeks I have missed!!! How cool is that? Now, I should receive a direct deposit on my weeks into my account either wednesday or thursday. I was also told that the next tier has not yet been funded but there will not be another form to fill it. It should be seamless. She did say that there may be a delay depending on when the funding becomes available. So...my words of advice are to CALL the governor's office number!! They will notify the UE office and someone WILL help you!!! Good Luck!

January 6, 2009, 10:47pm (report abuse)You should definitely get the additional (2nd tier) 13-wk ext. IL is at 7.1%, so it's definitely a high unemployment state. Although there are no further extensions(at this point), I'm sure Pres. Obama will extend benefits after he is in office. Plans for his economic pkg should be in place by the end of Feb., so you should be okay.
You mention you were in banking and credit. My last job (for almost 8 yrs) was in the mortgage business. Even our unemployment office here in CA (so I'm told) has told claimants not even to use the word "mortgage" on your resume (I don't know if this applies to you). If the word is visible on your resume, a lot of employers don't even look at it - they just throw it away. On my current resume, I am stressing more accounting/office management experience. There are also special grants (at least educational)thru the unemployment office for those laid off in mtg, finance, construction, etc., and other grants if you are a veteran.

January 7, 2009, 4:55am (report abuse)Possible way the "Second Tier" EUC benefits could be calculated: (1) Maybe "equal" in duration to the "first tier" - Ex: If you received 5 weeks of additional benefits under the "first tier" you would then be eligible for 5 weeks under the "second tier". (2) High-unemployment states may receive as many weeks of additional benefits as they received in "Regular UI" benefits, up to a maximum of 26 weeks. Like the first tier of additional benefits, the second tier is federally financed. Therefore, using either 1 or 2's Calculation everyone should receive something I presume..Welcome all Comments!!
