A law that would prevent any federal court from determining the constitutionality of another law? To deny a citizen the right to petition through the courts is to deny the rights of all citizens. It is unconstitutional for Congress to limit checks and balances, which is what the federal courts are for. A silly way to try to protect any questioning of what is probably an unconstitutional law (the Defense of Marriage Act).
