The way I understand it this bill would greatly increase the difficulty of collecting and properly recording the funds sent in under whatever scheme is presented. More unnecessary government expense! In my opinion the Congress is piddling around pretending to pay attention to the problem of overspending and waste by the government. How many times does the Government Accountability Office have to testify , as ,Mr Walker did, before Congress finally seriously approaches the real problem of uncontrolled expenditures and waste instead of focusing only on political gain?
