Repeals certain personnel management authorities, including a provision authorizing the Under Secretary of Transportation for Security of the Transportation Security Administration (TSA) to employ and fix the compensation, terms, and conditions of employment for passenger and property screeners. Directs: (1) the Secretary of Homeland Security to take any measures necessary to provide for the uniform treatment of all TSA screeners; and (2) the Government Accountability Office (GAO) to report on the pay system that applies to such employees.<br>
