Detailed Summary
Language Education for Success Act of 2007 - Amends the Higher Education Act of 1965 to provide student loan forgiveness under the Federal Family Education Loan and Direct loan programs to teachers of students of limited English proficiency who have taught for five consecutive complete school years at elementary or secondary schools that serve a high proportion of disadvantaged children.
Directs the Commissioner of the National Center for Educational Statistics to study and report to Congress on the performance of recipients of grants for the language instruction of limited English proficient and immigrant students under the Elementary and Secondary Education Act of 1965 to measure student academic progress.
Directs the Secretary of Education to compile and publicize a list of state instructional programs for such students that assesses the costs and benefits of each program.
Authorizes the Secretary to provide grants under the Pell Grant program to institutions of higher education to provide: (1) foreign language and teacher preparation instruction to incoming first-year undergraduates during the months preceding their enrollment; and (2) scholarships to such students for the costs of such instruction.

This Act is a welcome resource to encourage ELL instructors. However, I did not see a lower or upper limit on the forgiveness amount.

Teachers spend so much time taking classes and get little recognition. I think this would be a great way to encourage good teachers to take the time to receive training for working with ELL students. It is a lot of work to take classes and most school districts do not reimburse for the tuition costs. I say a much needed incentive!

The number of ELL students is increasing dramatically each year and we face the possibility that we may not have enough teachers trained to teach these students. I think this is a good incentive to teachers who may want to work with ELL students, but can not afford to take the classes. My school district as well as many others do not reimburse teachers for the classes they take. This would be a good way for teachers to train in a good program and not have to absorb the cost.

Reimbursement of tutition will encourage many to become highly qualified teachers who other wise may not pursue this field of instruction. Frankly, all teachers should be given tremendous tution credits. As the population of ELL students continues to increase, we need to do everything possible to increase the number of qualified teachers to teach all students.

In order to teach ESL at the secondary level in my district in PA, I was required to have ESL certification AND English certification. It was costly getting both certs. I believe that more college students would choose to become ESL teachers if they knew that some loan repayment would be taken care of. I also believe that they should be required to teach ESL for a consecutive amount of years before the payment would start.

This act would be beneficial in not only drawing qualified and motivated teachers to areas where the salary is not comparable to more affluent students, but it would also help in keeping the qualified teachers in such schools. Equitable education benefits not only the students but the nation as a whole by providing citizens with quality education so that they can successfully contribute back to their society.
