I own two 2007 Suzuki motorcycles that I cannot even adjust the idle on without a $900.00 computer interface and software and these tools are only available to dealers.

This bill needs to include construction and agricultural equipment as well. The same efficiency requirements are being imposed on this industry, and the manufacturers and dealers have quite a racket going with their own proprietary systems. Check out Bobcat Compact Equipment, for example. The folks who build and feed the country need the same protections.
