If the President or this bill's supporters wish to make a voluntary contribution to the UNFPA, let them do so from their own checkbooks. This would better and more directly represent the "will of the people".

On the contrary! This bill forces each and every taxpayer to pay for something that many of them oppose on moral or religious grounds. Allowing people to make voluntary contributions to the UNFPA ensures that people give as much as they want, and only IF they want.
