A bill such as this is badly needed. The explosive growth of electronic products, and their propensity to become obsolete rapidly, is filling landfills and developing countries with hazardous waste. I would not object to a $10 charge which would cover the cost of recycling an old computer, for example. I do think that the manufacturers should also be made to reclaim and recycle their own products; however, H.R. 233 is a good start. In the EU, manufacturers are already required to take back their products when they are no longer useful.
